The proposed amendments include deleting the “modulation” requirements in ESMC § 15-4A-6, and replacing it with a formula based on Floor Area Ratio; increasing the allowable Floor Area Ratio; and a general “clean up” of article 15-4A to eliminate redundancies and provide clearer requirements and standards. Additionally, proposed amendments include changes to existing definitions and adding new definitions. Pursuant to the provisions of the California Environmental Quality Act, Public Resources Code Sections 21000 et. seq. (“CEQA”), the State’s CEQA Guidelines, California Code of Regulation, Title 14, Section 15000 et. seq., and the City’s Local CEQA Guidelines, the proposed project is categorically exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations § 15301 because it consists only of minor revisions and clarifications to existing zoning regulations and procedures related thereto and will not have the effect of deleting or substantially changing any regulatory standards or findings required therefor. The proposed Ordinance is an action that does not have the potential to cause significant effects on the environment, but rather will help reduce the impact of second stories in residential zone property on the environment. Accordingly, the proposed Ordinance constitutes a Class 1 (existing facilities), Class 3 (new construction or conversion of small structures), and Class 4 (minor alteration to land) categorical exemptions. Please note that the proposed R1 Code amendments were initially reviewed by the Planning Commission on January 12, 2017. At the January 12th hearing, the Planning Commission adopted a resolution recommending that the City Council approve the proposed amendments. The Draft EIR has been prepared in accordance with the California Environmental Quality Act (CEQA), as amended (Public Resources Code Section 21000 et seq.), and the State CEQA Guidelines for Implementation of CEQA (California Code of Regulations, Title 14, Section 15000 et seq.). Location: The Lakes Specific Plan and Topgolf Project (Project) site is located in the County of Los Angeles, in the southeast quadrant of the City of El Segundo (City), approximately 19 southwest of downtown Los Angeles. The Project site is comprised of three properties generally located at 400 South Sepulveda Boulevard, on the east side of South Sepulveda Boulevard between South Hughes Way and East El Segundo Boulevard. The three areas consist of The Lakes at El Segundo, a generally triangular-shaped approximately 26.55- acre area (APNs 4138-014-913 and 4138- 014-806), which is the subject of The Lakes Specific Plan; an approximately 3.58-acre Southern California Edison (SCE) easement located immediately east of the triangular-shaped area, and an approximately 0.67-acre portion of West Basin Municipal Water District’s property located immediately south of the triangular shaped area. Description: The proposed Lakes Specific Plan consists of the 26.55-acre area that currently comprises The Lakes at El Segundo. Although the 3.58-acre SCE easement and 0.67-acre portion of the WBMWD property are part of the proposed Project, they are not part of the proposed Specific Plan area. The associated development Project proposes to replace the existing twolevel 57-bay driving range with a threestory Topgolf facility on approximately 12-acres located within the southern portion of the Project site. Additionally, other Project improvements would include modifications to the fairways and layouts of three holes at the existing golf course, parking lot expansion, screening pole installation, replacement of existing net poles, replacing driving range grass with high density fiber turf, and demolition of the existing clubhouse and construction of a new clubhouse. In addition to the Specific Plan, the proposed Project entitlements include a General Plan Amendment; General Plan Map Amendment; Zone Change; Zoning Map Change; Zone Text Amendment; Site Plan; Lot Line Adjustment; and Conditional Use Permit. Should The Lakes Specific Plan be approved, all future development within the 26.55-acre Specific Plan area would be subject to compliance with the Specific Plan’s provisions and reviewed by the City to ensure consistency. The Lakes Specific Plan’s proposed Land Use Plan would result in the development of approximately 71,579 square feet at buildout. The proposed project is exempt from the requirements of the California Environmental Quality Act (CEQA) pursuant to 14 California Code of Regulations §15303 which identifies the project as a Class 3 exemption (New Construction of Small Structures / Accessory Structures) and § 15304 as a Class 4 categorical exemption (Minor Alterations to Land). The project consists of the conversion of an existing single lane drive-thru to a “side-byside”/ double lane drive-thru, including new menu boards, customer ordering display, and directional signage. The project also includes a reconfiguration of the parking lot resulting in a reduction of 6 parking spaces, the installation of 1,217 square feet of landscaping and exterior site modifications to comply with the Americans with Disabilities Act (ADA) in the Heavy Industrial (M-2) Zone. The proposed project would result in negligible expansion of the existing use and includes minor alterations to landscaping that do not involve removal of healthy, mature, and/or scenic trees. Furthermore, the site has no value as a habitat for endangered, rare, of threatened species. There are adequate utilities and public services to serve the project. The project is consistent with the City’s General Plan and Zoning Code, and is not anticipated to have any significant impacts with regard to traffic, noise, air quality, or water quality. After the presentation, 11 Middle School teachers who had filled out “request to address the Board” cards were given time to express their views. A majority of speakers favored adopting Schedule “A”, several others supported Schedule “E”, and a hybrid of the two most popular options, Schedule “B”, also received support. After the teachers spoke, the Board then discussed the prior presentation and teacher comments with thoughts exchanged about possibly expanding the Middle School day as well as the cost of adding employees to cover the demands of a possible new master schedule. The consensus among the Board members seemed to be that the Middle School would have to figure out a way reach a compromise on which schedule to propose, but that the most important facet was the well-being of the students. Watkins said that the number of new teachers that may need to be added was not “the issue,” but that the school needs to provide the best possible program for the students and that “kids can handle whatever you come up with.” Nilsson drew applause and laughter from the larger-than-normal crowd in attendance when the El Segundo High School senior harkened back to her days at the Middle School, saying, “I don’t miss being a middle schooler” and citing the number of subjects she was challenged to take and the short amount of time each class lasted. Among the items approved on the consent agenda were an agreement with In-N-Out Burger to provide a food truck for attendees of the Middle School Winter Ball; approval of a field trip to Irvine for the High School’s varsity baseball team; an agreement with A Robert Half Company to provide a temporary employee to fill the void created when Allison Anderson, the prior administrative assistant to the Superintendent, recently took her talents to the South Pasadena Unified School District; and agreements with vocal coach Alissa Klein to provide her services to both the Middle School and the High School, assisting in Spring musical productions at both campuses. Only two action items graced the Tuesday night agenda, including the approval to enter into an agreement with WLC Architects to plan, design and supervise installation of portable buildings at the Middle School. These buildings could help increase enrolment as well as help accommodate a new schedule that could expand the schedule being offered at the Middle School. The addition of four portable classroom buildings is currently blueprinted on the drawing board. Superintendent Melissa Moore than highlighted upcoming events on the District’s informational calendar, including the Middle School Winter Ball on February 3 and the Alcohol and Drug Awareness Night that will take place at the High School Performing Arts Center on February 9. Board member reports followed, with the overriding sentiment being giving thanks to the dedication and work that the Middle School team has provided in attempting to devise the best possible new master schedule option, and the enjoyment of attending recent El Segundo Centennial celebrations. Moore then gave her Superintendent’s report, which included a comment about a District data center presentation that should be taking place at the next meeting in two weeks. Watkins then adjourned the meeting.
