surrounded by these amazing Eagles!”
Athletic Director Steve Shevlin chimed in
prior to the meeting, “The success of these
fine young men and women is a testament
to the dedication, commitment and effort put
forth by themselves and Head Coach Marcos
Bolanos, who has done an outstanding job
teaching and mentoring these athletes -- and
to believe that they can achieve great heights
when working together as a team.”
Cross country athletes recognized for their
prowess included Noah Fenton, Garrett Rifkin,
Elliot Bijilsma, Ryan Hoerner, Arend Verfaille,
Calvin Liang, Chris Waites, Nate Quezada,
Ben Kooper, Cobi Rifkin, James Matlosz,
Nikki Fulcomer, Sophia Zago, Gabriella
Lee, Grace Hoffman, Aiyana Verffaillie,
Katherine Johnson, Kelley McNamee and
Karina Kramer.
After student representative to the board Jake
Nichols made his report, the third presentation
of the evening also involved El Segundo High,
with first-year principal Jennifer Tedford
and her team discussing the redesign of the
Business Pathway program at the school.
The program was initiated in the 2013-14
school year and is aimed at students looking
to pursue possible college and career options
in economics, finance, accounting, marketing
and other business-related programs.
Tedford spoke about the business-friendly
scenario in El Segundo, which is ripe for
expanding all of the business-related high
school courses, as well as internships, that
could be offered to prepare students for their
matriculation after graduation. She also noted
the different opportunities that will be explored,
as she mentioned statistics delineating the fact
that college students tend to focus on earning
a Bachelor of Science in Business degree as
they continue into college and their careers.
Tedford and her team answered questions
about the reinvigorated Business Pathway,
what it entails, and how El Segundo High
students will reap the benefits of the program
revamp. Aiding Tedford in the 30-minute
presentation were counselor Stephanie Burns
and teachers Bonnie Mae, Marcos Bolanos
and Robin Espinosa.
Emailed Tedford prior to the meeting: “We
have so much to celebrate at this school board
meeting, including our cross country boys and
girls teams who made it to CIF state finals,
and our Business Pathway program, which has
proposed changes in curriculum and staffing
that will be a fantastic benefit to our students.”
Post-presentation, El Segundo Unified School
District (ESUSD) Superintendent Dr. Melissa
Moore said she was very happy for all the
work being done on the new pathway, the
assembled instructional team members, and
the fact that this type of pathway was not
necessarily being offered in adjacent school
districts. She felt this may make ESUSD a
desirable spot for out-of-district students to
consider attending.
The evening’s final presentation, an audit
report regarding the district’s financials for the
year ending June 30, 2017, was handled by
Marcy Fimbres, an auditor with the accountancy
firm of Christy White Associates. The report
is mandated by the California Ed Code and
must be made each year to the Board prior
to Jan. 30.
Moore commented that she wanted to give
kudos to the business department in the district,
and all others involved with helping achieve
a “clean audit” from the accountancy firm.
Tuesday’s consent agenda included approval
of numerous internship agreements for El
Segundo High with local companies; an
Eagles’ Nest Preschool Aquarium Outreach
Program assembly; and a DJ agreement with
VoxDJs plus a food prep agreement with
In-N-Out-Burger for services to be rendered
at Friday night’s El Segundo Middle School
Winter Ball Dance. Moore spoke glowingly
of the internship programs, which allow
ESUSD students to work with and at the
El Segundo Police Department, El Segundo
Fire Department, and Kinecta Federal Credit
Union, and gain job-related experience while
still in school.
Also passed on the action item agenda was
an agreement with PBK Architects for a school
facilities support. This will also include work
to “provide additional support to evaluate
modernization eligibility and perform an initial
assessment of eligibility for new construction
funds” from the State of California.
At a price of 20,000, Moore noted that
ESUSD is doing everything it can to leave “no
stone unturned” to receive all possible monies
from the State. She said potential dollars gained
would offset any fees occurred to research and
hire firms to aid in this endeavor.
The only information pending action item
on the agenda, which will be brought back
as an action item at the Feb. 13 meeting,
was consideration of the Business Pathway
program at El Segundo High. •

Note that the Project is subject to
compliance monitoring and enforcement

City must find bids failing to comply with
all applicable Labor Code requirements

nonresponsive.
The contractor to whom the contract
is awarded must assist in locating,
qualifying, hiring and increasing the
skills of minority group employees and
applicants for employment, as set forth in
Executive Order 11246 and 11375.
Any contract entered into pursuant to
this notice will incorporate the provisions
of the State Labor Code. Compliance
with the prevailing rates of wages and
apprenticeship employment standards
established by the State Director of
Industrial Relations will be required.
Affirmative action to ensure against

The Contractor’s duty to pay State
prevailing wages can be found under
Labor Code Section 1770 et. Seq.

to pay prevailing wages and employ
apprentices including forfeitures and
debarment.
Five percent (5%) will be deducted from
each progress payment and retained by
the City. The remainder less the amount
of all previous payments will be paid
to the Contractor. Pursuant to Public
Contracts Code (“PCC”) § 22300, the
Contractor may substitute securities
for retention monies held by the City or
request that the City place such monies
into an escrow account. The Contractor
is notified, pursuant to PCC § 22300, any
such election will be at the Contractor
own expense and will include costs
incurred by the City to accommodate the
Contractor’s request.
In entering into a Public Works contract,
or a subcontract, to supply goods,
services, or materials pursuant to a public
works contract, the Contractor, or Sub-
Contractor, offers and agrees to assign
to the awarding body all rights, title and
interest in, and to, all causes of action it
may have under Section 4 of the Clayton
Act (15 U.S.C. Section 15) or under the
Cartwright Act (Chapter 2 [commencing
with Section 16700] of Part 2 of Division
7 of the Business and Professions
Code), arising from purchases of
goods, services, or materials pursuant
to the public works contract or the
subcontract. This assignment shall be
made and become effective at the time
the awarding body tenders final payment
to the Contractor, without further
acknowledgment by the parties.

Proposal forms in conformance with the

For this project, those acceptable classes
of license shall be “A”. The successful
Contractor and his Sub-Contractors
will be required to possess the correct
license for their project classifications,
and valid City Business Licenses from
the City of El Segundo.
The City of El Segundo reserves the
right to reject any or all bids, to waive
any irregularity, and to take all bids under
advisement for a period of ninety (90)
calendar days.
Any contract entered into pursuant
to this notice shall become effective
or enforceable against the City of El
Segundo only when the formal written
contract has been duly executed by the
appropriate officer(s) of the City of El
