Page 2 January 8, 2015 EL SEGUNDO HERALD Catherine Brown Teitelbaum, a long-time resident of the South Bay, died Saturday, January 3, 2015 at the age of 69 due to a lung-related illness. Cathy is survived by her devoted husband of 45 years, Marc, who was heroic in his love and care for her the past two years as her health declined. She also leaves a daughter Carin Watson, her husband Tim and their children, Callie and Lucas; a daughter Robin Espinoza, her husband Chuck and their children, Grace and Charlie; her father, James S. Brown III and his wife Joan; her brother, James M. Brown, his wife Joyce and their children Jamie Miller and James S. Brown; and many close friends. Cathy was born in Los Angeles in 1945 to James and June Brown. She graduated from Santa Paula High School in 1963. While attending San Diego State University, she met Marc who made her laugh and was the yin to her yang. After graduating in 1968 and Marc’s return from service in the Army, they wed in Pasadena in 1969. In 1967, Cathy began her 29-year teaching career in Chula Vista, CA. After taking time off to raise her two young daughters (and serve as PTA President at Grandview Elementary School in Manhattan Beach), Cathy returned to her cherished profession full-time in 1984. She taught third grade in El Segundo, CA until her retirement in 2010. Over the course of her remarkable career, she served as mentor and master teacher, was selected Teacher of the Year, earned a Master of Arts in Education and received countless accolades and recognitions from the school, school district and parents whose children she cared for as her own. For Cathy, teaching was a calling. She believed in every student and made them feel special. She worked tirelessly to foster a true love for learning in each child. Above all, she was authentic. Most of her students recall with fondness how she cried every year reading Charlotte’s Web. Cathy embraced life to the fullest. She loved to travel (Catalina Island was her favorite destination), read, write, shop, entertain, have lunch with friends and play with her grandkids. She was classy, strong, patient, curious and optimistic. She was loyal and loving beyond measure, always looking out for others. Her energy, optimism and joy for life were infectious. All of our ESMS students are now part of the one million students worldwide in 143 countries being educated by the IB approach. It is a highly respected program by colleges nationwide. I think it is very important for parents and students to understand the curriculum that is being taught daily and so I hope my research on this topic will illuminate the subject for the El Segundo community. International Baccalaureate is designed to teach students to become independent learners who understand the relationshipbetween school subjects and the real world. The IB curriculum studies eight subject areas: Language & Literature, Language Acquisition (Spanish), Science, Math, Art, PE, Individuals & Society, and Design. We need every El Segundo resident, property owner, business, and water customer to act now to stop nine water fee rate hikes and five sewer fee rate hikes scheduled for 2015-2019. These hikes will also increase business water utility taxes. It makes no sense to raise fees and taxes when we are still paying millions of dollars yearly in excess City employee compensation and pensions that have no relation to reality – only to City union campaign support for City Council candidates. Failure to send in Protest Ballots counts as “yes, raise our fees and taxes” votes. Businesses and landlords will pass the hikes on to customers and tenants. Please complete, sign, date, and send in your new set of Protest Ballots (marked “new” on envelope) – one for Water and one for Sewer. The old ballots won’t be counted. A Water and Sewer Protest ballot for each real estate parcel should be mailed or hand-delivered to the City Clerk. Every property owner, water customer, or authorized representative can vote the protest ballots. Whether or not you are eligible to vote, please call and email every person and business you know that resides or owns property in town and urge them to vote. Ballots must be received before 6:00 PM Tuesday, January 20, 2015, or else at the 7:00 PM City Council meeting that night before the public hearing is closed. For replacement ballots or information, visit or call the City Clerk immediately at 310-524-2305. – Mike Robbins Water/Sewer Protest Ballot Reminder This letter is a water/sewer protest ballot reminder to send in your protest ballots. Fact, 50% plus 1 of the water and sewer protest ballots must be returned in order for these rates to not increase/escalate over the next four years. Failure to return protest ballots are by default a YES increase the water and sewer rates vote. If you have lost your ballots the City Clerk’s office will issue you new ones. There are three ways to return your protest ballots. One, by mail. Two, in person at City Hall/City Clerk’s office by the end of the workday Tuesday, January 20, 2015, 6pm. Third, by returning your protest ballots before the close of the Protest Ballot Public Hearing portion of the Tuesday, January 20, 2015 council meeting. Again, the Protest Ballot Public Hearing is part of the January 20, 2015 council meeting and ballots must be returned by the end of the Protest Ballot Public Hearing portion of that council meeting. Some sad water/sewer protest ballot facts. Only 27% and 30% protest ballots were returned in years 2006 and 2009 respectively. Obviously protest ballots are a group effort so please do your share. – Liz Garnholz • Douglas Oakley Heitkamp Douglas Oakley Heitkamp, resident of El Segundo since 1961 passed away Dec. 26, 2014 surrounded by family.  Born on May 21, 1927 in Fonda, Iowa to Grace and Frank Heitkamp, Doug became a Merchant Seaman, followed by active duty with the Army/Air Force. After service to his country, Doug obtained his degree in Electrical Engineering. Employed for many years in the Aerospace industry, he worked for Aerojet General, Aerospace, TRW and Hughes Aircraft Co. Upon retirement Doug and Blanche traveled the country in their motorhome. He served as RSVP volunteer with the El Segundo Police Department, and volunteered as part of the “Working Crew” on the S.S. Lane Victory, a fully operational WWII cargo ship. Doug is survived by his wife of 57 years, Blanche Heitkamp, children; Douglas Jr., Heidi and Frank, their spouses, eight Grandchildren and two Great-grandchildren, and three siblings, Jean Olson, Jack Heitkamp and Beth Wentland of Minnesota. He was preceded in death by Grandson Nicolas Aaron Heitkamp.•
