The Friends of the Torrance Library, a group of volunteer citizens committed to working and providing the city’s residents with the best possible libraries, has been a strong and long-time supporter of the community. Through the organizing of used books sales, the Friends are able to raise money that is then used to assist the city’s libraries with obtaining resources that might otherwise be unattainable through the library’s operating budget. “The Friends of the Torrance Library continue to generously support Library programs and activities, and have voted to fund youth services programs during 2016,” states the staff report signed by Community Director John Jones and City Librarian Hillary Theyer. “Throughout the year, youth and families enjoy activities funded by the Friends of the Torrance Library. These include stories combined with crafts for hands-on learning, musical performances, activities for teens, and story times for young children.” The aim of providing additional programming and enhancing youth activities are to draw families to the library and engage kids of all ages through entertaining experiences that involve reading and other learning activities. In addition, the Friends believe that establishing a relationship between the city’s kids with the library and reading, skills are being established that are not only useful, but needed in the future. The programs are also tailored to involve families to share the skills that are used in the library so that they be carried out at home. “The Friends of the Torrance Library support all direct expenses, enabling us to bring in talented performers, use toys and puppets to enhance storytime, and offer crafts with a variety of hands-on applications,” indicates the staff report. “These programs serve all ages, from Serendipity Saturdays for young children through Science Month for school aged youth. Professional staff develop the programs, working with the latest educational and professional expertise, and ensuring we are offering excellent opportunities for learning and enhancing use of the library.” Class Specification For Records Management Specialist Approved By Council A recommendation by the Civil Service Commission and the Human Resources Administrator to approve class specification for the Records Management Specialist was moved forward by the city council. At the moment the City Clerk’s Office is in the middle of developing a plan that will digitize the city’s records during the span of the next five years. The proposed class specification was approved by the Civil Service Commission during its Dec. 14, 2015 meeting and was immediately submitted for approval to the council. “In order to implement this plan an existing vacancy for Office Assistant has been upgraded to a Records Management Specialist,” states the staff report signed by Human Resources Administrator Leyta O. Fuentes and Chair of the Civil Service Commission Keith Montoya. “The position will assist the Records Management Supervisor in the implementation and maintenance of City-wide electronic records management system. In addition, creation of the classification will allow for cross training, staff retention and create a career path in the City Clerk’s Office.” The person filling the Records Management Specialist position will be responsible for assisting in the administrative manners and the implementation of the Citywide Records Management Program. Such responsibilities will include updating and enforcing “citywide retention schedules, policies, and procedures for records management.” Requirements to fill the position state that any combination of education and experience “that provides the required knowledge, skills and abilities is qualifying,” and include: Graduation from high school or equivalent and two years of increasingly responsible clerical or office administrative experience; or Associates degree and one year of clerical or administrative experience; or Bachelor’s degree in public administration, business administration, or a related field. In addition, the candidate must be experienced in a municipal government setting and supplemental specialized records management experience are desirable. Also required for the position is a valid class C California driver’s license and Notary Public certification must be obtained prior to the completion of the probationary period and maintained from that moment forward. •
