Torrance City Council Approves R
Panel Installation at Wilson Park

On Tuesday night, the Torrance City Council
amended the current services agreement with
OCC Builders, Inc. for an additional $30,472,
raising the contract to no more than $153,322
for the installation of R Panels at Wilson Park.

As Thanksgiving rolls around again
next week, it is time for remembering
everything for which we are thankful.
Thanksgiving has been celebrated in
our country for over a century and a
half. President Abraham Lincoln signed
Proclamation 118-Thanksgiving Day on
October 20, 1864. Within that proclamation
it states, “Now, therefore, I, Abraham
Lincoln, President of the United States,
do hereby appoint and set apart the last
Thursday in November next as a day
which I desire to be observed by all my
fellow citizens, wherever they may be,
as a day of thanksgiving and praise to
Almighty God, the beneficent Creator
and Ruler of the Universe. And I do
further recommend to my fellow citizens
aforesaid that on that occasion they do
reverently humble themselves in the dust
and from thence offer up penitent and
fervent prayers and supplications to the
Great Disposer of Events for a return
of inestimable blessings of peace, union
and harmony throughout the land which
has pleased Him to assign as a dwelling
place for ourselves and for our posterity
throughout all generations…” Although
Thanksgiving was celebrated on the last
Thursday in November, it was changed
by an act of Congress in 1941 to the
fourth Thursday of November, where it
remains today. This year, Thanksgiving
falls on November 23.

money being made available in the approved
capital project budget.
“The installation of R Panels at Wilson Park
project replaces 16 deteriorated wood trusses
that have been recently removed around the
hockey rink at Wilson Park as well as the
existing metal panels and canvas tarps that
have also deteriorated through the years,” states
the staff report signed by Business Manager
Nina Schroeder.
With the new R Panels, hockey players
will be shielded from the sun as they play.
The installation will also enhance the Wilson
Park facility’s appearance and endurance. Each
panel is made of steel and covered with coated
layers of galvalume (an alloy with both zinc
and aluminum used to coat metal) and paint,
which has a 25-year warranty. The original idea
was for a combined use of seven beams along
with vertical steel tubes that would provide
support to the panels--but after a discussion
with structural engineers about similar projects,
it was determined that such support was not
necessary at the time.
However, during a job walk on July 6,
2017 and with discussion with the potential
contractors, “it was determined by General
Services that it would be prudent to call out
for a review of the structural support of the R
Panels by a licensed structural engineer,” states
the staff report. “The design for the supports
would also be reviewed by the City’s Building
and Safety for approval of structural design.”
Once the project was awarded, the structural
engineer identified a more structurally safe
design for the installation of R Panels. The
new design would eliminate the use of pipe
support to existing I beams in each 20-foot
span section around the hockey rink and instead
install nine additional I beams.
Also on Tuesday, the Council approved a
recommendation by Public Works Robert J.
Beste to authorize City Manager LeRoy Jackson
to negotiate terms and sign the Proposition 1
Grant Agreement. This approval designates
