On June 8 the council said yes to a purchase order with the same group for the needed equipment to make the desired services available. “After approval of the contract the California State Library indicated it would be offering additional grant funds for library systems who had a contract with the Califa Group to connect branch libraries,” states the staff report. “These grant funds could only be used for equipment to connect branches.” An application has been submitted, back in June, with the grant funds being awarded to the library in September. Once all of the Torrance libraries are connected and the new wireless internet access is operating, any overages would be reimbursed to the Public Library Funds that can be used in any future library projects. Council Accepts, Endorses Contract with Los Angeles County; Appropriates Funds For Child Delinquency Prevention Program The council approved a recommendation by Torrance Chief of Police Mark A. Matsuda to accept and endorse a contract with the County of Los Angeles; as well, as appropriating no more than $28,198 in funds for the Delinquency Prevention Program from Oct. 26, 2016-Oct. 25, 2017. The County of Los Angeles Delinquency Prevention Program Grant will provide professional counseling services for at-risk youths and their families. Through the grant funds, the Juvenile Diversion Program will continue providing services to the community. “The Torrance Juvenile Diversion Program has served the City of Torrance since the City Council approved the initial funding in December 1978,” states the staff report signed by Chief of Police Matsuda. “Initial clients were almost exclusively Police referrals for minor infractions, with some referrals from the County Probation Department of the Superior Court.” With the community’s changing needs throughout the years, so has the program’s referral base. At the moment, the city now receives 65 percent of its referrals from the Torrance Unified School District for any pre-delinquent activities, as well as signs of emotional problems. An estimated 27 percent of referrals from the Torrance Police Department are due to “delinquent and predelinquent behavior.
