City Council from front page from August 8, 2017 to August 9, 2019. “This is part of the Downtown Torrance Rehabilitation of Site Amenities/Street Furniture, Street Lighting and Signage Program, A-158 to upgrade and replace existing site amenities in Downtown Torrance,” states the staff report signed by Public Works Director Robert J. Beste. “Downtown Torrance has a unique character that lends itself to a distinct signage program separate from the citywide signage program,” The project only received one bid, which was an issue of concern for Councilman Mike Griffiths, who encouraged staff to be as diligent as possible so that qualified vendors submit bids for future City projects. “I am pleased that we have a vendor that we have worked with in the past that did bid, so that makes me feel a little more comfortable,” said Griffiths. “I am also pleased to see the project move forward for the benefit of Downtown Torrance.” Through the upgrade all Southern California Edison-owned and maintained streetlights will be removed and replaced with a new energy-efficient Light Emitting Diode (LED) street lighting system that will be owned and maintained by the City. The new lights will be metered so that the City only pays for energy use, rather than through the current agreement where it pays a flat fee per light, based on SCE tariff rates that have been approved by the Public Utilities Commission (PUC).
