Friday Sunny 73˚/66˚ Saturday Sunny 75˚/67˚ Sunday Partly Cloudy 75˚/67˚ SBCCOG Membership Dues Covered for Three More Years By Cristian Vasquez A recommendation by City Manager LeRoy Jackson to approve payment to the South Bay Cities Council of Governments (SBCCOG) membership in the amount of $132,025 was approved by the Torrance City Council during Tuesday night’s meeting. The membership will cover a three-year period and funds will be provided by the City Council Operating Budget as follows: $41,464 for the 2017-2018 fiscal year, $43,958 for the 2018-2019 fiscal year and $46,603 2019-2020 fiscal year. “The mission of this organization is to improve the quality of life and productivity of the South Bay region,” said Councilman Kurt Weideman. “As cities we value what makes us unique and independent, but often we need the combined endeavors of all the cities--and it’s proven a productive matter such that there are problems that don’t stop because it’s the city boundary of Torrance.” Created in 1994, the SBCCOG has functioned as a joint powers authority consisting of 16 localities. Torrance has been part of the authority from day one. The City of Torrance has taken a leadership role and addressed regional issues that include improving transportation and infrastructure, sustainability, green environmental initiatives, homelessness and livable communities, legislative issues, as well as strengthening economic development,” states the staff report signed by Jackson. “The City of Torrance continues to strive to maximize the productivity and improve the quality of life of the South Bay region through its continued membership and participation in the South Bay Cities Council of Governments.” However, Torrance resident Perry Johnson expressed his disagreement and distrust of the SBCCOG. Johnson, who quietly waited for his turn to speak, used his time at the podium to describe the SBCCOG as a political regionalism that is the “antithesis of political, representative government” and which lays the foundation for serfdom. Johnson accused the group effort of being a competition for money and resources that would affect services such as land use systems, the transportation of water and farming. “The South Bay Council of Governments is a regional government and is not authorized under the California Constitution and is not authorized under the county charter or the Torrance charter,” Johnson said. “They invented themselves and no one is elected to the South Bay City Council of Governments.
