Photo by former Torrance City Councilman Mike Muano. • South Bay Companies Take the Green Building Challenge By Rob McCarthy South Bay companies and commercial tenants are reaping the rewards of a sustainable-business challenge that asked them to think hard about how their dayto day operations affect their communities and the environment. Participants in the Green Building Challenge say they’ve gained a new appreciation for sustainable practices for their employees, customers and communities. The yearlong pilot program was created by the South Bay Cities Council of Governments, and is scheduled to end Aug. 31. A reception for the participants will be held Sept. 28 at the Automobile Driving Museum, which accepted the challenge to do more with fewer nonrenewable resources. “This opportunity was perfect for what I was hoping to accomplish,” said special events director Kobi Albert with the El Segundo auto museum. “Having done extensive research on venues such as Staples Center, The Verizon Center and Olympic venues, I knew there was a huge opportunity here to reduce the operational costs by changing the energy usage and to become a more sustainable and efficient venue.” The Green Building Challenge supports area businesses and points them to rebates and discounted-rate programs through Southern California Edison and the Gas See Green Building, page 3 Friday Sunny 84˚/68˚ Saturday Sunny 86˚/69˚ Sunday Sunny 83˚/67˚ New Equipment to be Installed in Police Department Meeting Rooms By Cristian Vasquez A recommendation by Torrance Chief of Police Mark A. Matsuda to award a purchase order to Golden Star Technology, Inc. for new audio and visual equipment to be installed in three meetings rooms in the Police Department was approved by the Mayor and City Council. The purchase order, valued at $69,905.94, will be paid for through monies in the Capital Budget Plan, Furniture Equipment Automation Plan. “The Police Department utilizes three meeting rooms on a continuous basis for briefings, meetings and training,” states the staff report signed by Chief Matsuda. “These three rooms currently have outdated and antiquated technologies that are in poor working condition. The Audio/Video (AV) systems are over 10 years old and in need of replacements and upgrades.” The staff report highlights that the projectors in all three rooms are in need of bulb replacement, or repair, both of which cost more than the value of the projectors. Due to the pending upgrades the quality of images projected on the screen is described as “extremely poor” prompting officers and staff to frequently forgo using the department’s system. Furthermore, the network is too unreliable for the department to routinely use. “On the 2nd floor of the Police Department, the Seminar Room is not only used for meetings and training, but it is also the primary Emergency Operations Center (EOC) for the City,” states the staff report. “In the basement of the Police Department, The Briefing and Assembly Rooms are used daily for patrol briefings (“roll call”) and training…Due to the expertise needed to network design, the identification of specific equipment components and experience needed with installation and functionality, the Police Department utilized a private consultant to provide guidance and oversight for this project.” Based on the consultants’ work with the police department’s staff, the function of each room was established and an independent audio/video solution for each room was designed. The staff report includes an itemized list with all of the recommended components in the purchase order that will address all of the needs to fulfill the functionality of each room. The bid document states that the winning bidder, Golden Star Technology, Inc., will provide the engineering and design of all functioning systems, obtain all needed equipment, put together all associated hardware, take responsibility for deactivating current equipment per city requirements, software programming, and testing and adjustments that will meet the design and function of each specific room. The contractor will also conduct acceptance testing, which will demonstrate the systems functionality and includes the training of city and Torrance Police Department staff. In addition, there will be a one-year warranty for the systems functionality and performance as of the date of the system’s acceptance. “The Cannon Projector will function as the See City Council, page 7
