School Board from front page of neighborhood associations; Jay Estabrook, representative for teachers; Chris Sheck, representative for administrators; Nanette Nolan, representative for parents of students; and Jess Negrete, who is described as having expertise in areas such as legal contracts, land use planning, building codes and environmental impact, as well as knowledge of zoning and land use restrictions in cities and counties where a real property surplus exist. Members of the 7-11 Committee will review projected school enrollment, along with other information to be provided by the District that will help determine the amount of available surplus space and real property. In addition, the committee will create a priority list of use of surplus space and real property considered acceptable to the community. The committee will also be allowed to provide hearings to obtain community input regarding acceptable uses of space, along with real property. Those uses may include the sale or lease of surplus property for childcare development. The committee will also be tasked with determining limits on the use of space and real property. These limits will then be forwarded to the District’s governing board in the form of a report and will serve as no more than a recommendation on the adequate uses for said surplus space and real property, if any. The property in question, located at 2606 W. 182nd Street (Hamilton Adult School and Education Center), was reported back in May to be zoned as Torrance PU/Public Use District but is considered to be of highest and best use as multifamily residential. Also stated in the report given by the Atkinson, Andelson Loya, Rudd and Romo Law Corporation representative was that depending on the zoning the property received, its best value could be obtained from its sale. Dr. Stowe shared that upon action being taken by the School Board, staff will reach out to the District’s attorneys to plan for meetings during the upcoming fall. In its advising capacity, the 7-11 Committee must be allowed to meet and develop its report for two months. Upon completion of its report, there will be a School Board meeting to consider the committee’s findings and decide whether or not to declare the property a surplus. Public notices will then be sent out, if needed, and negotiations with agencies interested within 60-150 days. “Looks like a fine bunch of people,” Board member Don Lee said of those appointed to the committee. Also on Monday, the Board accepted Independent Citizens’ Oversight Committee member-at-large Peter Lefevre’s resignation letter, effective June 9, 2017. Approval was also requested and obtained in order to fill the vacancy left by Lefevre. The application period will open July 18 at 8 a.m. and close August 18 at 5 p.m. The Board will review all completed applications and make a final approval during its September 5 meeting.
