The move approved 4-0, with Board President Terry Ragins representing the group at a separate event. The Surplus Advisory Committee, also referred to in the staff report as 7/11 Committee, will be responsible for advising the Torrance Unified School District’s governing board in the development of policies and procedures that will be used to oversee “the use or disposition of school buildings or space in school buildings” that will no longer be needed for school purposes. “They are to look at the property, they are to look at the projected student enrollment and ultimately make a recommendation to you,” said Andreas C. Chialtas of Atkinson, Andelson Loya, Rudd and Romo Law Corporation during his presentation. “It’s a Brown Act Committee. This is a legislative extension of this government body, so it has to convene through the Brown Act with public notices and agenda meetings.” Located at 2606 W. 182nd  Street is the Hamilton Adult Center (the “Property”), which the District is looking to dispose of with the committee’s advice. The advisory committee is required to consist of no less than seven, but not more than 11 members. Also mandated is that the committee be represented by the school district’s ethnic, age group and socioeconomic composition; the business community, including store owners, managers or supervisors; landowners or renters, with a preference given to representatives of neighborhood associations; teachers, administrators, and parents of students. The staff report also states that it is required for the committee to include individuals with expertise in “environmental impact, legal contracts, building codes and land use planning, including, but not limited to knowledge of the zoning and other land use restriction of cities or cities and counties in which surplus space and real property is located.” Appointing members to the advisory committee may be the authority of District Superintendent Dr. George Mannon, and/or one of his designees. When the superintendent, or a designee, identifies the members to the advisory committee, the governing board will be presented with the names of the selected committee members for ratification. “Each of those committee members needs to make sure they have no conflict of interest and are not going to derive a benefit from the sale or lease of your property,” said Chialtas. “They are going to conduct at least one public hearing and a minimum of three or four meetings where it is actually in open session.” The 7/11 Committee will be responsible for reviewing projected school enrollment, along with other information provided by the District that will help determine the amount of available surplus space and real property. The committee will also create a priority list of use of surplus space and real property deemed acceptable to the community. The committee will also “cause to have circulated throughout the attendance area a priority list of surplus space and real property and provide for hearings for community input to the committee on acceptable uses of space and real property, including the sale or lease of surplus real property for child care development.” Lastly, the committee will determine the limits of use of space and real property, which it will forward to the District›s governing board in the form of a report that will recommend uses of surplus space and real property, if any.
