It is important for residents to remember that the alert sirens are tested on the first Wednesday of each month at approximately 11:30 a.m. Also at the city’s and refinery’s disposal are the Crenshaw Street Barriers, which are street closure barriers similar to railroad barriers, located on Crenshaw Boulevard. One such barrier is located near 190th Street and restricts access to southbound traffic; another is located near Del Amo Boulevard to block northbound traffic in the event of a chemical emergency. The City of Torrance used to have an old messaging system but the city changed vendors due to the reputation of the new system, TorranceAlerts. Since TorranceAlerts is new, more residents are expected to sign up for the emergency notification system. However, since most of the messages sent by TorranceAlerts go to landlines, residents without such a service are required to register in order to receive notifications via their cell phones. “The notification system takes mostly that landlines that we get form the two major providers in the city, AT&T and Verizon,” Captain Deuel said. “Those numbers are put in a catalog and as emergency service providers we have access to those numbers through the system if we need alert people in a certain geographical area. “We do need 24 people to sign up as well,” Captain Deuel Hour Service said. “A lot of people have cell phones and Since the cell 1990 •phone Lic # 770059 provider • C-42 C-could 36 C-34 C20 be not A one of the big two, so they would not be part of that database. Just because a person lives here does not mean that their phone number is registered, so we need them to sign up and get that number registered within our system.” Torrance residents can register for TorranceAlerts a fire, or police activity; whatever it is since it’s very versatile.” TorranceAlerts is a free service and also allows city officials to notify residents of nonemergency “There are some messages that we call canned messages, which we have already programed as to what they will say,” Captain Deuel said. “But if there is something unique like police activity where they want residents to lock their doors and stay inside, or leave the area, we can custom make the message to tell people exactly what they need to do.” One issue of concern for residents and city officials was that during the ExxonMobil incident, the alert system asked residents to shelter in place, but not all people understood what that meant. “Shelter in place kind of is what it implies, if at home shut the doors and windows and if it applies, turn off the air conditioners,” Captain Deuel said. “We are trying to have people stay in their home, which is the safest place for them to be rather than trying to drive through places that might be hazardous to them.
