Photo by Osvin Suazo. • Focus on Del Amo Fashion Shopping Center Improvements By Cristian Vasquez A recommendation by Community Development Director Jeffrey W. Gibson for consulting services agreement with Onward Engineering of Anaheim in the amount of $60,000 for inspection services of the Del Amo Fashion Center improvements was approved by the city council. “The renovation of the Del Amo Fashion Center is such a project with the need for a consultant inspection services in order to meet all their critical deadlines,” states the staff report signed by Community Development Director Jefferey W. Gibson. “The property owner has requested this service and has agreed to provide the necessary funding to cover all expenses incurred by the City in providing this service.” Most construction plans for infrastructure improvements built in the city’s right-of-way property are reviewed by the Building and Safety Division of the Community Development Department. City staff is scheduled to inspect infrastructure improvements during the construction phase of these projects in order to verify that all of the work is in compliance with approved construction documents, as well that all of the city’s applicable standards are being met. “There are two Public Works Inspection positions within the Building and Safety Division that are assigned to perform these inspection duties,” states the staff report. “The two positions are tasked with providing inspection services for the entire City.” Due to the scope of the project’s construction efforts, the demand to provide inspection services in a timely manner by the two positions will be challenging during periods when construction activity is at elevated levels. During large projects like the Del Amo Fashion Center construction, the city offers developers an alternative inspection service that is provided by a consultant inspector for an additional fee. “For most projects, inspection staff can make adjustments and keep a project on schedule,” indicates the staff report. “Some large projects are very time sensitive due to construction schedules with critical deadlines that must be met in order to complete the project on schedule.” City staff took the steps of interviewing and requesting proposals from several consultants capable of carrying out the needed services. The only consultant that presented a contract that could provide inspection staff on such a short-term notice, and meet the schedule requirements that were requested by the property owner was Onward Engineering. Work on the site began in 2013 with building a new patio food court. With renovations complete the Del Amo Fashion Center will include more than 200 stores, itemizing the large scope of the project. The proposal put before the council was to approve “the continuation See City Council, page 7 New Course Outlines for Torrance Adult School By Cristian Vasquez School Board Members unanimously approved the new Torrance Adult School Career Technical Education career course for the 2016 spring term. In its effort to provide courses that prepare students for a wide-array of careers, the staff at the Torrance Adult School continually revises the school’s curriculum and develops new courses. These new courses are not only tailored to meet the needs of the community, but they also cater to the interests of the students as well as the changing demands of college and career preparation. Among the five new courses approved is the ECG/EKG Technician Program. An ECG/EKG technician is required to monitor and record electrical impulses transmitted by the heart.  “The course includes hands-on labs and practice with EKG equipment, and prepares the student to take the Electrocardiograph Technician exam and other National Certification exams,” states supporting documents on the agenda.  “Students will learn the important practice and background information on anatomy and physiology of the heart, medical disease processes, medical terminology, medical ethics, and legal aspects of patient contact, electrocardiography, and stress testing.” The courses provide students the opportunity to earn certificates of completion.
