Nishime said. “We are hoping this will be successful--but regardless, our college is committed to expanding this program. To help with that effort, our President Dr. Dena Maloney is going to be speaking with all the mayors of the cities that feed into El Camino College--as well as chambers--along with our foundation director to help raise the money for an endowment to help make this program a reality.” Interested students would be required to participate in the First-Year Experience, a successful program that provides substantive counseling for students embedded with the programs. Currently there are pilot programs for students who might be one level below the transfer requirement for Math and English. The students in FYE have to take an English class and another class as part of the program, as well as meet with counselors. The foundation is also committed to purchasing any books needed by the students to be a part of FYE. “The idea with the promise is that 30 students, as currently configured, from each school district are invited to apply for and participate in the promise and FYE program,” Shankweiler said. “This would include Torrance Unified School District next year with 30 students. Our Office of Outreach and outreach counselors will work with the high schools to get the students to apply for the programs and meet the requirements, who are interested in the program.” At the moment there are 30 students participating from each school district, but the goal has been set to enroll 500 students through the partnership by 2018-2019. South Bay Promise is designed to create and strengthen the college-going culture while making sure that students are prepared for college. The program will allow students to receive early advising on the required courses for admission to CSUDH. In addition, students will also be granted the opportunity to engage in events hosted at the CSUDH campus so that they become familiar with college life while still in high school.  “We are committed, regardless of whether the state provides funding or not, to this promise program,” Nishime said. “We want to ensure that the South Bay has a collegegoing culture and that our students benefit from coming to El Camino for two years, or going to a four-year institution.
