In addition, all participating teachers will be paid up to $450 per year for their time. City Council from front page economy,” states the EPA’s website, describing STAR ENERGY. “Now in its 23rd year, the ENERGY STAR program has boosted the adoption of energy efficient products, practices, and services through valuable partnerships, objective measurement tools, and consumer education.” By 2005 Congress passed the Energy Policy Act, which amended part of the Energy Policy and Conservation Act in order to establish this voluntary program that would identify and promote products that are energy efficient, as well as buildings. The intent was to reduce the consumption of energy, improving energy security while reducing overall pollution. The EPA’s website also states that “ENERGY STAR has been instrumental in reducing this energy use in order to realize significant greenhouse gas (GHG) emission reductions-contributing to important health and environmental benefits by addressing the challenges of climate change while strengthening our economy; ENERGY STAR benefits have grown steadily over time, nearly tripling in the last decade.” City staff received six bids responding to the project, including: Bishop Inc. from Orange; WSP Roofing from Colton, $399,700; Roofing Standards, Inc. from Placentia, $414,150; Best Contracting Services from Gardena, $434,560; MIK Construction, Inc. Santa Fe Springs, $460,500; and Letner Roofing Company from Orange, $465,788. “Staff reviewed the Bishop, Inc’s bid by checking their references,” states the staff report. “They received 9 out of 10 ratings, with 10 being best on knowledge of construction practices, codes and regulations; and 9.5 out of 10 for an overall rating on contractor performance.” Also verified by staff were the contractors state license, as well as their certification for the proposed roofing system and confirmed registration with the Department of Industrial Relations to be in good order. “The Contractor agrees to comply with mandatory standards and policies relating to energy efficiency which are contained in the state energy conservation plan issued in compliance with the Energy Policy and Conservation Act,” states the staff report. •
