Furey and members of the Torrance City Council unanimously approved School Board Approves Participation in Students and Government Day By Cristian Vasquez Members of the Torrance School Board approved the participation of 18 select eight-grade students in the City of Torrance Annual Students and Government Day. The program, which takes students from each of the city’s eight middle schools, is sponsored by the City of Torrance and will take place on Tuesday, May 3, 2016. “Students will be selected based on essay responses submitted to the City of Torrance Mayor’s Office,” states the board agenda. “The intent of the program is to invest in the City’s youth by developing an effective civics education program. Students will be instructed on the roles of the City Council and City staff, and will learn the mechanics of self-governance and participation at the local level.” Students and Government Day, which started nine years ago under former Mayor Frank Scotto, was created to assist Torrance students in the eighth grade in developing an effective civics education. By participating in Students and Government Day, are assigned to job shadow each of the city’s council members, as well as the heads of the city’s departments. After shadowing their respective city representative or staff member, the program ends with the students conducting a portion of a City Council meeting, learning the mechanics of self-governance and the importance of participation at the local level. “Students and Government Day will See School Board, page 6 a contract services agreement worth $364,208.27 with Bishop Inc. for the Transit Roof Replacement Project. The contract also includes a 5 percent contingency of $18,210 and a 10 percent management fee in the amount of $36,421. The current transit facility located at the City Yard was built in 1986 and has been “repaired and patched” during the past seven years whenever a leak has been identified. However, the almost-30-year-old building still has the original roof and it has been determined that replacing it in its entirety is the most effective solution. “The scope includes demolition of existing roof, coping, skylights and walk pads and installation of a TPO (thermoplastic polyolefin) roofing system on approximately 35,000 square feet roof, along with new coping, skylights and walk pads,” states the staff report signed by General Services Director Sheryl Ballew. “TPO is a single ply roofing system consisting of a thermoplastic polyolefin membrane, which is made up of three layers. TPO roofing system is durable, cost effective and energy efficient.” Also stated by the staff report is that unlike other materials similar to TPO, TPO is resistant to mold growth, dirt accumulation as well as impact tears and punctures. TPO is also made in a flexible manner that allows for a building to move and settle, as the material is able to handle a building’s thermal expansion and contraction in a more efficient manner. In addition, TPO is reported to offer similar benefits to those of using PVC roofing such as hot-air wieldable seams and energy efficiency at a lower cost. “The energy efficiency of TPO roofing membranes offers the benefit of savings on cooling costs as well as helping the environment by reducing the carbon footprint,” states the staff report. “TPO’s membrane’s white reflective surface exceeds the EPA’s ENERGY STAR requirements.” ENERGY STAR is a voluntary program promoted by the Environmental Protection Agency [EPA] that is designed help businesses and individuals save money while protecting the climate via energy efficiency. Established by the EPA in 1992, the ENERGY STAR program pushed for research and development that would lead to technology that would reduce air pollution. “Under EPA’s leadership, American consumers, businesses, and organizations have made investments in energy efficiency that are transforming the market for efficient products and practices, creating jobs, and stimulating the See City Council, page 6
