The proposed project consists of a General Plan Amendment and a Change of Zone for a 0.94 acre property located at 14115 Cordary Avenue (APN 4051- 030-016). The General Plan Amendment would result in a change in the General Plan map from the High Density Residential (HDR) designation to the General Commercial (GC) designation and the Change of Zone would result in a change in the Zoning Map from the Maximum Density Residential (R-4) zone to the General Commercial – Mixed Use Overlay [CG (MU)] zone. The purpose of these proposed amendments are to allow greater flexibility in development types, provide for a development that is consistent with the character of the surrounding uses, and provide a suitable transitional use between the commercial and residential uses in the vicinity. This Initial Study was undertaken for the purpose of deciding whether the project may have a significant effect on the environment. On the basis of such Initial Study, the City’s Staff has concluded that the project will not have a significant effect on the environment, and has therefore prepared a Draft Mitigated Negative Declaration. The Initial Study reflects the independent judgment of the City. The Project is not on a list compiled pursuant to Government Code section 65962.5.
