Staff proposed that the Senior Citizen Advisory Committee (SCAC) be the entity to nominate those two to four persons to be honored each year. Nominations may be submitted by anyone and those on the submission list will be culled by three members of the SCAC and two members of the Lawndale Historical Society. The intent of this Wall of Honor is to give recognition to anyone who has not been recognized by the name being on any city building, school, or park. A plaque for each named honoree will be placed on a wall in the Harold E. Hofmann Lawndale Community Center on the third floor (north side) and will be placed during a modest ceremony either annually or twice per year. Mayor Pro-Tem Jim Osborne suggested that the nominations not be restricted to senior citizens but also include others who performed exemplary service to the community of Lawndale, regardless of age, but who may have passed on, therefore, qualify for the posthumous honor. Other comments suggested that this honor be devoid of politicization and be based on the merit of the individual and contributions made to Lawndale. The consent calendar, with all items approved unanimously, included the approval of a feasibility study and design services by Nichols Consulting Engineers for the development of a new Teen Center at 14616 Grevillea Avenue. The funds for this center have been granted by Los Angeles County Supervisor Mark Ridley-Thomas. The further use of Proposition C grant funding for two separate projects to continue on Inglewood Avenue and Prairie Avenue were approved with grants coming from the Los Angles County Metropolitan Transportation Authority (MTA). The expansion of the City Manager’s duties pertaining to appointing, promoting, disciplining, demoting, or removing employees of the central management team and any Department Heads was approved after a second reading of the ordinance, which will amend the Lawndale Municipal Code as necessary. Signage at the intersection of Manhattan Beach Boulevard and Hawthorne Boulevard was corrected and the directional views of the street signs identify each true street name. Based on a recommendation of the Traffic Committee when it was part of the Planning Commission, staff reported on a request from residents of 153rd Place and Condon Avenue intersections for a four-way STOP sign and road painting to be installed. The Traffic Committee originally stated that the addition of red painted curbs on both the north and south sides of Condon Avenue would suffice, but residents urged the STOP sign be presented as an option to the City Council. The installation of the four-way STOP sign at the intersection of Condon Avenue (north and south) and 153rd Place (east and west) will take place forthwith. Several speakers during oral comments spoke about voting issues. One suggestion was made to separate Lawndale into districts and elect a member to the City Council from each district. Another suggestion was put forth to not have a separate election for the city’s mayor. It was explained that the separation of the mayor’s election from those elected to the City Council was instituted following a ballot referendum that citizens voted to be the policy for Lawndale municipal elections. The LA County Sheriff’s Department reported on public safety to say that the shooting on October 29 in the 4200 block of 164th Street was immediately contained to the specific location where the shots were fired; residents were evacuated; backup deputies arrived on the scene in record time; and the armed suspect was wounded by a deputy prior to the arrest of that suspect. The suspect was transported to UCLA Harbor General Hospital and is reportedly in stable condition. The Homicide Bureau is now in charge of the investigation. Citizens are reminded that incidents of this severity are rare in Lawndale and they can rely on the LA County Sheriff’s Department and all deputies to be at the ready to mitigate any incidents of this magnitude as expeditiously as possible. The next meeting of the City Council will be held on Monday, November 17 at 6:30 p.m.•
