These authentic lands will have two signature attractions, including the ability to take the controls of one of the most recognizable ships in the galaxy, the Millennium Falcon, on a customized secret mission, and an epic Star Wars adventure that puts guests in the middle of a climactic battle. (Richard Harbaugh/Disney Parks) Lawndale City Council Decides to Join Local Area Storm Water Management Program “Community Clean-up Day, sponsored by Wienerschnitzel, will take place on Saturday, September 19 from 9 a.m. to 1 p.m.” By Nancy Peters The City Council dealt with the issue once again of the consultant contract services for the Storm Water Management Program (SWMP) after making a decision on a consultant at the July 20 Council meeting. Despite the change of consultant from the incumbent (TECS) to a new consultant (CASC), the Los Angeles Regional Water Quality Control Board rejected the individual program presented by the consultant of the city of Lawndale. The city was offered one more opportunity to join the coalition of 84 other cities that comprise the Dominguez Channel Watershed Management Area Group (DC WMA) and contract with Paradigm Environmental, Inc. Incorporating Lawndale into the already prepared program for the DC WMA can be accomplished at a cost of $94,460. This is necessary to avoid fines and non-compliance judgments against Lawndale for any deficiencies in the storm water discharges that may cause violations of the water quality standards that are permitted to enter the Dominquez Channel. In addition to joining the coalition contracting with their management consultant for the overall program, the requirement also includes the preparation of the Coordinated Integrated Monitoring Program (CIMP) and incorporating the Lawndale revisions into the final DC WMA CIMP, as well as coordinating efforts with the Los Angeles Bureau of Sanitation. The city must use the services of the Regional Board preparer to assure compliance and Tetra Tech, Inc. requires $32,200 to complete the work necessary. The City Council heard the staff report and considered the contract consultant services with Paradigm Environmental, Inc., and the efforts of Tetra Tech, Inc., to incorporate Lawndale requirements into the program, although presented as two separate Administration agenda items as one motion, seconded, and voted upon. The vote was 4-0, with Mayor Pro-Tem Larry Rudolph absent, to approve the contract with Paradigm Environmental, Inc., for the period of September 9, 2015 to January 31, 2016, in the amount of $94,460 and to contract Tetra Tech, Inc., for the period of September 9, 2015 to January 31, 2016, in the amount of $32,200, both expenditures to be appropriated from the General Fund reserves. In other business, the City Council approved the attendance of Mayor Robert Pullen-Miles, with Councilman Pat Kearney as an alternate, at the League of California Cities Conference from September 30 to October 2, 2015. The City Council presented a Proclamation to City Clerk Bernadette Suarez for National Voter Registration Day on September 22, 2015. Suarez requested that every registered voter encourage anyone they know who is not registered to designate that day as the day to register their name on the voting rolls for the city and the county to take advantage of the freedom to vote afforded to all United States citizens over the age of 18. New voter registration is required every time you change your name, change your address, or change your Party affiliation. The City Manager was authorized by approved resolution to be the designee and prime point of contact for the State Board of Equalization (BOE) in order for the Utility User’s Tax (UUT) for Mobility Usage taxes for prepaid charges revenues (5.5 percent) and 911 charges revenues to be paid to the city through the new State provision of the BOE as the designated entity to coordinate payment to the city. In the Public Safety report citizens are reminded of the return to school of all students to local area school campuses and to be aware of the necessary precautions when driving in a school zone. Drivers should be on high alert for students on bicycles, skateboards, walking, using scooters, and getting out of vehicles as they are being dropped off near schools. Parents are asked to remind their student children to not jaywalk, to not wear headphones while walking, to not be texting and walking, to use sidewalks, and to stop at crosswalks before proceeding to cross the streets. Drivers are asked to comply with all laws to not text and drive, to slow down in school zones and comply with the posted speed limits, and to obey all school bus signals (flashing red lights mean STOP), and give three feet clearance driving next to bicyclists. Deputies arrested a driver who had previous DUI arrests and was back in a vehicle when he struck several parked vehicles on Hawthorne Boulevard driving while intoxicated. The District Attorney has filed felony identity theft charges against a suspect who was arrested by deputies in Lawndale for trying to use a false identification and trying to cash a check in the name on the false identification, discovering that the suspect was wanted for false identification usage and check cashing of fraudulent checks in other cases. Citizens are reminded of the Clean-Up Week throughout the city from September 12 to September 20.
