Lawndale City Council Confirms Amended Graffiti Restitution Ordinance By Nancy Peters The Lawndale City Council met on Monday, August 3, and approved an amendment to the Municipal Code involving graffiti removal and restitution. After the first reading of the amended ordinance a few phrases were further amended for this requested second reading. The ordinance now includes wording that states the abatement costs will be passed on to the persons perpetrating the graffiti, adding that if a minor is the person accused of the graffiti, restitution will be collected from the parents or guardians, holding all parties severally liable. If it is determined the damage is detrimental to the property, enforcement allows for liens and special collections from the perpetrators or parents and guardians of minors who are responsible for the graffiti. Civil liability penalties will be assessed and restitution can include court costs, attorney’s fees, penalties, costs associated with law enforcement identifying and apprehending the perpetrators, repair of the property, and removal of the graffiti. Working quickly after the recent July 4th holiday the City Council adopted an ordinance amendment, which allows for discharge of Safe and Sane Legal Fireworks on July 4th, beginning at 12 Noon and continuing until 11:59 p.m. on July 4th. Also approved in the consent calendar is the expeditious permitting process for single- and two-family rooftop solar systems, admitting these requests to the front of the queue regardless of submission dates. The city-owned property at the southwest corner of Hawthorne Boulevard and Manhattan Beach Boulevard is transferred to the Successor Agency of the Redevelopment Agency to allow for that parcel to be developed for businesses that will provide a revenue stream and exponentially add sales tax and business license fees to the city treasury. The State mandate for the adoption of the County Animal (County Code Title 10), Health (County Code Title 11), and Vehicles and Traffic Codes (County Code Title 15) appeared on the agenda as a public hearing. One citizen spoke requesting that the dog licenses be increased to match the amount charged by the county, as well as licensing cats. It was explained that the city of Lawndale determines its own costs for dog licenses as part of the Municipal Code and at this time there is no intention to match the cost incurred on the county level. Following the public hearing a motion was made to adopt, and seconded, and passed by a unanimous vote. The City Council approved a resolution in celebration of the 50th Anniversary of the Voting Rights Act of 1965. A request from the Association of the Los Angeles County Sheriff’s Department (ALAD) was approved in support of the recruiting efforts and hiring of qualified candidates to increase the number of deputies in the Sheriff’s Department. During the Public Safety report on July 20, Captain Steven Sciacca presented a check to the City of Lawndale in the amount of $2,497.71, representing the value of assets collected by County Sheriff’s Deputies in the seizure of illegal narcotic activities. These funds are mandated by the Health and Safety Code to be used only toward law enforcement work within the city. Three significant reports were given about recent arrests in Lawndale. An individual walking in and out of traffic on Inglewood Avenue near 156th Street, causing traffic issues, was arrested when he was taken out of the street and found to be in possession of narcotic paraphernalia and an illegal knife. During a business money dispute one of the two arguing individuals pulled out a shotgun, threatening the other with death by that weapon. Deputies arrived on the scene when the disturbance caused citizens to call for law enforcement assistance. The individual brandishing the shotgun was arrested. A felony assault, with a deadly weapon, charge was filed by the District Attorney. A vehicle in extremely poor condition was stopped by Deputies when the driver made an illegal lane change near 162nd and Hawthorne Boulevard. Occupants of the vehicle gave various stories about who owned the vehicle. With the information from the car’s registration it was discovered this was an as-yet-unreported stolen vehicle. All vehicle occupants/suspects were arrested for grand theft auto. During oral comments, a citizen spoke about his right, under the Bill of Rights, to speak his mind and if his remarks reflect negativity on the city, then the City Council and citizens should use carefully researched information brought to light by caring citizens as a starting point to improve living in Lawndale. Another individual spoke at the citizen’s podium about a Rental Property Inspection Program. City Councilman Daniel Reid asked to set up an appointment with that person to discuss this concept further. The Third Annual Lawndale Blues and Jazz Festival will take place at Jane Addams Park, Saturday, September 26, beginning at 1 p.m. with five Blues artists currently scheduled. Admission is free. Food for purchase at booths will be part of the event. The meeting was adjourned in memory of Helen Stover, a member of the Senior Citizen’s Advisory Committee who passed away recently after residency since 1959. An Open House on Saturday, August 8, at 14920 Arch from 11 a.m. to 2 p.m. will be held by the Stover family. Also remembered at the close of the meeting was Wyneva Chenault Flores, who died suddenly on Friday, July 24, at her home. Ms. Flores was a consistent volunteer at most city events and attended every City Council meeting, speaking at each one with either an encouraging word or to point out something that needed to be given consideration. No information about services is available.
