Summary of Ordinance No. 2086 Ordinance 2086 provides a comprehensive list of what defines a nuisance and declares as a public nuisance the failure of a property owner to keep their portion of the alley, street or parkway clean of garbage and debris. This provision places responsibility on private property owners in order to protect the public health, safety, and welfare. Code Enforcement staff would judiciously utilize the enforcement tools and remedies in this re-enacted ordinance to address code violation. The City may exercise its administrative, civil/injunctive and criminal remedies, or any one or combination of these remedies, to compel responsible persons to abate a public nuisance when, in its judgment, such persons have not completed nuisance abatement actions in a timely or proper manner, or when responsible persons have failed to prevent an occurrence or recurrence of a public nuisance. The proposed ordinance would enable the City to notice, abate, and recover costs associated with removing trash and debris from the public right-of-ways, should a property owner choose not to remove the trash and debris when noticed to do so. Procedures for the notice of abatement of both imminent and non-imminent hazards are contained in this proposed ordinance. The intent of the proposed ordinance is to reduce the amount of trash and debris left on the public right-ofways, effectively improving the safety and cleanliness of the City. The procedure for the City to recover costs of abatement, including code enforcement costs and attorneys’ fees in also contained in the proposed ordinance. Recovery of costs includes Special Assessment and recording a nuisance abatement lien on the subject property. The workshops will include guided displays that will present information regarding the FAR Part 150 Noise Exposure Map Update study process, the project schedule, noise metrics, current and forecast aircraft traffic conditions, and methods used to quantify aircraft noise exposure. Existing and future noise contour maps for Los Angeles International Airport will also be presented at the workshops. Information presented at each workshop listed below will be the same. Residents need only attend one workshop to learn about the study and offer input. Each workshop will be held in an “open house” format from 6 p.m. to 8 p.m. on the dates listed below.
