Council Appoints, Ratifies Members to South Bay Workforce Investment Board The SBWIB works to create career opportunities for workers by assisting in their preparation to enter the workforce through well-paid careers. By Cristian Vasquez The recommendation to adopt a resolution that would ratify the appointments and reappointments of members to the South Bay Workforce Investment Board [SBWIB] was approved by Inglewood Mayor James Butts and members of the city council. Since Dec. 4, 2012 the mayor and council have authorized the city to function as the administrative body for the SBWIB. The state nonprofit operates as a public benefit corporation responsible for “contracts to provide job training and employment services to the Administrative Entity of the S o u t h B a y Wo r k f o r c e Investment Board Area [SBWIA],” indicates the staff report. The people appointed and reappointed to the SBWIB include: Jesus Fernandez, organized labor; John Hefferman, Inglewood business private sector; Linda Bradley, Inglewood business private sector; Lilian Haney, Hawthorne business private sector; Marty Jones, Hawthorne business private sector; Tod Sword, Hawthorne business private sector; Raj Dhillion, Hawthorne business private sector; Glenn Mitchell, Gardena business private sector; Michael Jackson, Redondo Beach business private sector; David Noflin, Carson business private sector; Tamal Lewis, Carson business private sector; Janine Hamner, Carson business private sector; Fran Fulton, Torrance Economic Development; Christopher Braun, Torrance business private sector; Ellenmary Michel, Torrance business private sector; and Hattie Harrison, Torrance business private sector. “From time to time, the SBWIB has a need to appoint members to its board, which is done pursuant to the legislative mandates outlined in the Workforce Investment Act [WIA] of 1998,” states the staff report. “Members of the Board of Directors are appointed by the participating cities and ratified by the Inglewood City Council, which serves as the administrative entity.” The SBWIA consists of 11 cities and include Inglewood, Hawthorne, Lawndale, El Segundo, Manhattan Beach, Redondo Beach, Hermosa Beach, Gardena, Lomita, Torrance and Carson. Members of the board are responsible for meeting workforce development challenges within their service area. Challenges include the development of comprehensive strategies that will fulfill the needs of businesses such as finding a skilled workforce. In addition, the SBWIB works to create career opportunities for workers by assisting in their preparation to enter the workforce through well-paid careers. In order to achieve its goal, the SBWIB works closely with a variety of stakeholders such as business, labor, education, social services, nonprofits and community-based agencies in order to better identify the local needs of both employers and potential employees. The Board, made up of 60 members representing all of the involved stakeholders, provides oversight for the SBWIB’s programs while developing polices that will guarantee compliance as well as efficient operations. Council Amends City Contract With CalPERS, Reflects Agreement Between IPOA, IPMA A recommendation by the city’s human resource department to adopt a resolution amending the city’s contract with CalPERS to show the agreement between the Inglewood Police Officers Association [IPOA] and Inglewood Police Management Association [IPMA] was approved by the mayor and city council. The agreement is for IPOA and IPMA to pay an additional 4 percent of their CalPERS employee rate for classic members, while the city covers 1 percent of the 9 percent employee rate. “The current Memorandum of Understanding [MOU] with the IPOA and IPMA members requires a salary increase on or about August 27, 2015, and the classic members [those members hired before January 1, 2013 when the new PERS law went into effect] will simultaneously begin paying an additional 4 percent,” states the staff report. In June of 2014 the city council and mayor approved new MOUs for the IPOA and IPMA members, which required the members of each bargaining group to “incrementally pay their entire” CalPERS rate. As of August of last year, members of both bargaining groups were required to pay an additional 4 percent of their employee CalPERS rate. By August 2015 there would be an additional 4 percent contribution required of members, which bumped the total amount being paid by members of both bargaining groups to 8 percent. “The Employ e r Paid Member Contribution or EPMC will be reduce to one percent,” states the staff report. “This requirement will go into effect upon adoption of the Salary Ordinance and the attached Resolution.
