Searching for larger contracts and needing more time to prepare and respond were cited as the main reasons for such a low number of bids. “Staff considered the option of recirculating the RFB, but found the company AMTECH Elevator Services met all the submittal requirements and was more competitive than the original Fujitec bid [$175,890],” states the staff report. “Due to the need for expediency and the fact that AMTECH’s bid is responsive, staff recommends going forward with the process of hiring a contractor with this bid process to replace Fujitec.” AMTECH, located in the City of Downey, is a subsidiary of Otis Elevator Company [Otis Elevator]. The staff report presented to the city council indicates that Otis Elevator is one of the biggest elevator product and service provider, as well as being very reputable. With more than 60,000 employees, customers worldwide and 150 years of experience, the city approved the agreement. AMTECH provided the most comprehensive bid package, which also met all of the RFB requirements. The bid also revealed that AMTECH specializes in smaller-sized projects, which are pursued by Otis Elevator. “Tax-exempt bond funds will be used to cover eligible project costs under the tax-exempt bond guidelines,” states the staff report. “The total cost of the elevator modernization project will not exceed $147,974 bid price plus the $22,196 contingency for a total amount of $170,170 and will be funded from account code bond funding as authorized by DOF. “The lump sum bid price submitted by AMTECH falls below the original contract bid price of Fujitec America, Inc. As proposed, the elevator modernization will take approximately four (4) months to complete.
