At this public hearing, the public will have an opportunity to hear the potential environmental impacts of implementing the DHSP and to allow public comments on this Draft EIR. HEARING DATE: January 25, 2016 at 6:00 p.m. LOCATION: Hawthorne City Hall Council Chambers, 4454 W. 126th Street, Hawthorne, CA. The Downtown Hawthorne Specific Plan totals approximately 786 acres or 1.23 square miles. The area boundaries include the I-105 Freeway on the north, Prairie Avenue, Freeman Avenue and its extension through residential neighborhoods to the city limits on the south, and Ramona Avenue and Inglewood Avenue on the west. Please see the map of the DHSP area on this page. The DHSP designates five land use areas (Residential, Commercial, Hospitality, Mixed-Use and Public/Quasi Public), and four opportunity sites known as Transformative Projects. The four Transformative Projects (Hawthorne Mall, Civic Center, South Bay Ford, and St. Joseph’s Plaza) in the DHSP are sites identified for new and catalytic development and investment. The Transformative Projects are intended to embody bold ideas and further support the Specific Plan’s vision and objectives, which include: 1. Provide a clear vision and flexible strategies framework that will help spur the future evolution of Downtown Hawthorne. 2. Ensure an economically vibrant, safe, healthy and sustainable Downtown Hawthorne that supports a range of users, including residents, business owners, workers and visitors. 3. Capitalize on key transformative projects that will be catalysts for future public and private investment and positive change. 4. Identify opportunities to develop and expand plazas, parks and open space areas to support a livable and healthy downtown. 5. Foster strong connectivity, access and circulation for pedestrians, bicyclists, transit and automobiles. 6. Engage the entire community in robust, creative and ongoing engagement and participation processes. The Draft EIR addresses and evaluates the potential environmental effects associated with the implementation of the DHSP, including those related to land use, traffic, air quality/greenhouse gas emissions, noise, geology, hazards, hydrology, aesthetics, cultural resources, public services, and public utilities. The Draft EIR identifies potentially significant environmental impacts related to traffic, air quality/greenhouse gas emissions, noise, hazards, aesthetics, public services, and public utilities. This public hearing is to allow for comments on the Draft EIR only. No action will be taken on the Downtown Hawthorne Specific Plan or the Draft EIR. The public review and comment period for the Draft EIR is between December 18, 2015 to February 4, 2016. When you gather with your kids and grandkids this holiday season it’s wonderful to share your homemade cookies and heartfelt gifts, but two things no one in your family should ever give to a loved one are influenza (flu) or whooping cough. Most people have heard of the flu and understand how contagious it may be. However, many people might not know how serious it can be, particularly for young children and older adults who are at high risk for severe complications. In fact, each year the flu causes an average of 200,000 hospitalizations, and thousands of deaths. Pertussis, which is also known as whooping cough, may not be as wellknown as the flu; however, it is also a serious and highly contagious disease that affects the respiratory tract. It can cause severe coughing fits that can last up to 10 weeks or more, and it spreads from person to person much like the cold and flu viruses - through coughing and sneezing. People of all ages can get whooping cough, but the disease is especially dangerous for infants and young children to whom it can cause severe and even life-threatening complications. Sadly, about half of children under 1 year old who get whooping cough end up in the hospital and approximately 1 out of 100 infants hospitalized for whooping cough will die. Because the disease may be milder in adolescents and adults, many people may not realize they actually have whooping cough, and accidentally spread something you can do to help prevent these diseases. Talk to your healthcare provider about what vaccines you need to help keep yourself and your family members healthy. Getting The Word Out Despite the seriousness of both flu and whooping cough, the number of adults who get vaccinated against these diseases remains alarmingly low. While the CDC recommends everyone, especially those around babies get vaccinated against whooping cough, only 14 percent of adults 19 years and older, and 26 percent of adults living with an infant have had the recommended Tdap vaccination, and only 43.6 percent of adults were vaccinated against the flu last season. “Grandparents are such an important part of their grandchildren’s lives,” says Amy Pisani, Executive Director of the nonprofit organization Every Child By Two. “That’s why it’s important that they speak to their healthcare providers about getting vaccinated against the flu and whooping cough. We want every grandparent to be able to play a happy, healthy, helpful role in their grandchildren’s development, for many years to come.” To help raise awareness about the importance of timely vaccination for people of all ages, Every Child By Two is launching the Vaccinate Your Family program.
