Torlakson would appoint Kent Taylor and La Tanya Kirk-Carter, but both would leave the district surrounded by controversy and without ever having gained a significant amount of public support. Since Dr. Brann’s time at IUSD, the district has gone through its first general election, which took place on April 7 general election. The election allowed Inglewood voters decided the candidates to fill all the district seats left vacant due to the state takeover except for Seat No. 4, which didn’t produce a candidate that earned more than 50 percent of the vote. During June’s runoff election, Inglewood voters will chose between Margaret Evans, who earned 46.3 percent of the vote while Graciela Patiño garnered 23.8 percent of votes during the April election. “Martin & Chapman has an impeccable and thorough record with the legal process of holding elections,” indicates Horton’s report. “Approving an agreement with Martin & Chapman will procure election consultation, supplies, and resources the City needs to conduct the municipal runoff election on June 16.” COUNCIL APPROVES PURCHASE OF AFFORDABLE HOUSING PROPERTY The Inglewood City Council adopted a resolution to allow the purchase of 110 E. Spruce Ave. #1, and affordable housing property in the City of Inglewood. The council also agreed to accept the Housing Authority’s First Time Home Buyers investment and purchase the property through the use of HOME federal funds. The property in question was purchased by the current owners via the city’s First Time Home Buyers program on Nov. 9, 2005 in the amount of $260,000. “At the time the owners purchased the property, they obtained mortgage loan financing in the original principal amount of one hundred sixty seven thousand six hundred dollars in favor of a predecessor lender,” indicates the staff report. The predecessor lender was Commercial Capital Bank and which was originally secured by a trust deed. However, the loan was later reassigned to Chase Bank. The sell letter provided by Chase on March 25, 2015, stated “the fair market value of the property” to be estimated at $180,000. Since the current owners have an outstanding balance of $145,848, the objective of the city was to “purchase the property and then sell it, thereby providing another low-income housing unit within the city” indicated the staff report.
