City Approves Subcontractor Agreement with South Bay Center for Counseling By Cristian Vasquez Through the recommendation of the city’s parks, recreation and library services department, the Inglewood City Council approved an agreement with the South Bay Center for Counseling [SBCC]. The agreement will allow the city to receive $60,000 in grant funds for the provision of its Prevention and Aftercare Services Program. The approval also required an approved amendment of the 2014-15 fiscal year budget in the amount of $45,000 for a period of nine months [Jan. 1-Sept. 30]. Since 1996 the City of Inglewood has been the recipient of grant money for a variety of programs tailored for children and families through the Service Panning Area [SPA] 8 Collaborative, of which the city has been a member. “The SBCC is a non-profit agency serving as the lead agency for awarding grant, including the P&A, to member agencies,” states the staff report. “The P&A works toward strengthening families and providing opportunities to increase the safety and well-being of children through a variety of integrated strategies.” In addition there will be a commitment of $15,000 for fiscal year 2015-2016 for a threemonth period [Oct. 1-Dec.31] in order to use up the remaining amount of grant money from the SBCC P&A. The funds provided by the grant will also pay for a staff person, referred to as a family coach, that will be responsible for providing case management and referral services to Inglewood families and children. “The P&A is a new grant program administered by the Los Angeles County Department of Children and Family Services [DCFS],” indicates the staff report. “The purpose of the program is to provide easily accessible community-based support services, activities, and resources organized as a continuum to respond to a broad array of family desires and concerns to decrease social isolation and increase family economic development opportunities.” The family coach is responsible for designing and implementing a family strengthening plan, which is an agreement reached by the coach and family. In addition, the coach will be responsible for reaching out and finding “high intensity” families on a weekly basis in order assist and assure that the families reach their goals. The family coach is also responsible for connecting families to services such as: Lending Circles [a program that helps low-income individuals build credit, reduce debt to establish their financial footing], Deferred Action [assistance with the American Immigration Policy which allows undocumented immigrants to receive work permits and exemption from deportation], voter registration, economic coaching, access to car loans, credit repair, income tax preparation, Earned Income Tax Credit [EITC], savings accounts associated with EITC and vin number project [for recall repairs]. In addition, the family coach will work toward helping families transition into becoming fully engaged community members and will introduce the families they work with to social setting such as: community gardens, community cafes, the formation of worker co-ops, weekly yoga classes, introduction to Neighborhood Action Councils [NAC] and extend services provided by the SPA 8 Partners, Family Support, Partnership for Families, NAC’S DCFS resources and the city’s parks, recreation and library services department programs. “In the past years, the City has offered a Prevention Initiative Demonstration Project [PIDP] through grant agreements with SBCC, which had similar scope of work to the P&A,” states the staff report. “The city’s agreement for PIDP expired on December 31, 2014 and is no longer offered through the SBCC SPA 8 Collaborative. This new contract for P&A with SBCC will enable the city to continue providing several prevention initiative components and expand programming to include an integrated continuum of culturally responsive, strengthbased services by using comprehensive, family centered and community oriented resource directed approach to vulnerable children and families in the city’s service area.” The staff report estimates that 150 families will be served and benefit through the entirety of the 2015 calendar year. Furthermore, the contract is expected to last until the end of this calendar year, but can be terminated if any of the provisions for termination happen to take unfold.
