Council Looks at HUD Funding,
Parking and Transit Systems

Inglewood will make it a little easier to
avoid parking tickets, with the City Council
voting on Tuesday to add digital options
to keep meters ticking. The City approved
an agreement with PayByPhone to increase
options for keeping parking meters fed. The
tech company will roll out a mobile parking
option, consisting of an app that allows three
different digital ways to pay to park.
The 12-month pilot program will be administered
at no cost to the City, with PayByPhone
handling promotions and any necessary technology
to integrate the mobile delivery function
with existing parking meters. The City is in
the process of converting coin-operated meters
to accept card and debit cards.
A public hearing was opened to finalize
approval of the City’s draft report to the U.S.
Department of Housing and Urban Development
(HUD). The performance report provides
an overview and evaluation of progress the
City has made toward goals set forth in its
Annual Action Plan.
Roberto Chavez, HUD program manager
for Inglewood, said the document, known as
the draft 2018-2019 Consolidated Annual Performance
Evaluation Report (CAPER), details
the accomplishments made by the City using
Community Development Block Grant funds
(CDBG) and Home Investment Partnership
funds. “Some of the highlights of the CAPER
include, the City allocated $500,000 in CDBG
funding for the Minor Home Repair Program,”
said Chavez. “A total of 67 households were
assisted,” using homeless and tenant rental
assistance, he continued.
The City completed construction of a 40-
unit affordable senior housing complex. Public
service funds assisted approximately 500
residents in resolving landlord-tenant disputes.
Senior meals and youth summer programs
were also provided from the funds, according
to Chavez. The report is available until Dec.
20, for viewing or citizen comment, in the
City Clerk’s office or on the City website. The
detailed report was approved for submittal to
HUD by the Dec. 30 deadline.
The Council also on Tuesday approved a
combined half a million dollars in contracts to
Advantec Consulting Engineers and Michael
Baker International, Inc., for Phase V and
VI respectively, of the Inglewood Intelligent
Transit System (ITS). The City started the ITS
program in 1999 to improve traffic mobility and
safety, and has completed Phases I to IV. The
companies will provide design and construction
engineering services for the installation
of fiber optic communications, closed circuit
television cameras, advanced signal controllers
and message signs.
No public comment was offered in a second
public hearing to adopt the 2019 California
Title 24 building codes. Building Official
Mandhir Singh noted the adoption of state
codes is a formalized procedure, and every
three years the state codes must be adopted by
the City. The ordinance to amend Inglewood
Municipal Code building regulations was
adopted unanimously.
A special presentation went to Golden State
Water Company for community outreach programs,
including providing food and toys to
needy families. Kate Nutting, general manager,
Southwest region, received the commendation,
saying, “We welcome the opportunity
to partner with the City.”
Councilmember Alex Padilla announced the
Annual District 2 Canned Food and Toy Drive
will take place this Saturday from 10 a.m.
to 2 p.m. He said the event supports several
non-profits and local food banks. The deadline
for Padilla’s home decorating contest is Dec.
17, with the winners announced the next day.
Mayor James T. Butts announced the Inglewood
Police Department will hold a toy drive
Saturday, Dec. 14 from noon to 4 p.m. at the
station lobby. Butts congratulated Councilmember
Eloy Morales on his successful fundraiser
for the Inglewood High School boys and girls
soccer teams. Morales raised over $5,000 to
provide uniforms and equipment for the teams.
“This is an expansion of the Council’s role, in
trying to create a greater quality of life and
opportunity for our kids,” said Butts.
