From the grant funding entities like the Department of Justice, they want to give money to things that impact areas--not just a municipality.” Fager said that the department could “put in for a hundred grants, but there’s only a few categories they fund--and if we can’t check all the boxes that fit their guidelines of what the money should be used for, then it’s an immediate no-deal.” The restrictions also apply to money that goes toward Homeland Security. Fager said that the type of programs that get funded now include disaster preparedness, training for active shooter situations, and other issues that affect multiple cities. “We’re very blessed that the equipment on Air 55 is state of the art,” Fager said of Hawthorne’s police helicopter. “We’re a police department and we go where help is called for and help is needed, but this is the YOUR AD HERE City’s helicopter--so while we travel to help our partners and to secure the communities that need it, we don’t police for free.” While the City continues to move forward on becoming financially stable, Shadbehr cautions that there is still a lot of work to be done to enhance Hawthorne’s financial security. “By no means does this mean we are out of the woods,” he said in reference to the expenditures exceeding revenues due to ongoing bond payments that are gradually being paid off. “It is something that we have to live with and a lot more has to be done.” Still, he commended the Council for moving quickly to enact measures to turn the finances around despite the challenges. “The issue of ongoing deficits and one-time revenues has been with us for a long time.
