This law phases in the mandatory recycling of commercial organics over several years, with an increase in the number of businesses required to comply each year, with full implementation realized in 2020. Some examples of organic waste are food waste, green waste, landscape and pruning waste, garden and lawn clippings, nonhazardous wood waste, and food soiled paper that is mixed in with food waste. Multi-family dwellings are not required to have a food waste diversion program. With regard to person cultivation, the ordinance allows outdoor cultivation of marijuana in accordance with state law, but prohibits all other forms of outdoor cultivation. The Ordinance allows the cultivation of up to six marijuana plants within a private residence, but prohibits all other forms of indoor cultivation. Chapter 9 provides for voluntary earthquake hazard reduction in existing unreinforced masonry bearing wall buildings constructed prior to 1934. The Ordinance adopts Appendix V containing provisions for voluntary seismic strengthening for existing light, wood-frame residential cripple walls and sill plate anchorage; voluntary earthquake risk reduction in wood-frame residential buildings with soft stories; and voluntary earthquake hazard reduction in existing concrete buildings. Renumbering was necessary to align the chapter numbers of other Codes with corresponding chapter numbers in Title 24 California Code of Regulations for ease of use. SUMMARY OF ADOPTED ORDINANCE The Ordinance adopts the El Segundo Security Code, enforced by the El Segundo Police Department and the Building Safety Division.
