Similarly, the Council also decided to wait on a $250,000 contract for Vision Technology Solutions (VTS) to get started on a new City website. Police Captain Brian Evanski, who heads up Information Technology, said VTS outlasted seven bidders and garnered unanimous approval from the Technology Committee. Boyles again questioned the timing with the new IS Director not on board yet and felt the City must first look into back-end systems before proceeding with a website. Councilmember Mike Dugan spoke of the need to “streamline functionality across all departments” and contended that “a pause is the right thing to do” at this point to avoid a potentially wasteful rework later. Fuentes, reiterating that she has wanted a new website for years, did not appear happy with another delay. “We have the finest 1990s website for the city where big ideas take off,” she remarked. Also during consent agenda, the Council adopted a non-urgency ordinance banning commercial marijuana activity within El Segundo and prohibiting permit issuance for cannabis-related land uses within the city for 45 days. The members adopted two urgency ordinances to the same effect three weeks ago in response to the passage of Proposition 64. State law allows indoor personal cultivation of up to six marijuana plants. While indicating that the above move allows El Segundo to maintain a status quo in the meantime, City Attorney Mark Hensley said more information will be available in the coming months and it may be best to hold off on more long-term decisions—especially if the new administration in Washington decides to seize properties once again (where marijuana grows). He also brought up the prospect of how the City might regulate personal cultivation. During public communications, two speakers thought the marijuana issue warranted more community input before the Council makes a final determination. Boyles suggested the City should conduct workshops. “This is such a huge change for the State of California,” he said. “We owe it to our residents and our businesses to at least hear what they have to say about it.” Fuentes added that several regional agencies will soon bring in experts to discuss the matter. Also on Tuesday, the Council adopted the annual project budget for the 2017/18 Community Development Block Grant (CDBG) program. This year’s allocation (from the Federal Housing and Urban Development Department, or HUD) estimate is $52,400—an amount consistent with past funding. CDBG Consultant Tina Gall reported that the City will again use the monies towards curb ramp improvements to comply with Americans with Disability (ADA) requirements. The next funding allotment will cover the costs of approximately 10-12 additional ramps. Continuing an item introduced on November 1, the Council approved 17 ordinances to adopt the latest California construction codes including those related to building, plumbing, mechanical, electrical, fire, energy, pool and spa, residential, and green building, among others. The action is a requirement for local governments every three years. The move will impact those who submit plans January 1, 2017 or after. City staff will educate those individuals about the code changes. Earlier in the meeting, South Bay Air Quality Management District (AQMD) representative Stan Miles urged citizens who notice any odors emanating from the Hyperion plant to call 1-800-CUT-SMOG to make a report so agency inspectors can investigate. Later, Dugan commended Miles for providing the number since prior complaints never directly reached the AQMD. During Council member reports, Boyles asked Southern California Edison representatives in attendance to explain the reason for last Friday’s power outage—the second major such incident in the last few weeks. Edison Operations Supervisor Alfred Martinez attributed the problem to a “bad, old connection” that broke possibly due to the high winds that day. Carpenter indicated that Edison is less receptive to claims connected to “acts of God” as opposed to equipment failure. Edison Regional Manager Connie Turner said anyone can submit a claim online (sce. com/claims) or by calling an 800 number. She would not speculate on the most recent outage, stating that each claim must first be analyzed and researched. Tuesday’s presentations included a proclamation for the 1200 block of East Acacia Avenue as Candy Cane Lane from December 10 starting at 7 p.m. through December 23. A tradition started by resident Ken Bailey in 1949, Candy Cane Lane now attracts thousands of visitors annually. Captain Turnbull, who lives on the street, reported that “Santa will be there every night this year” from 7 to 9 p.m. A second proclamation recognized the El Segundo Chamber of Commerce’s 53rd Annual Holiday Parade set for Sunday, December 11 from 1 to 3 p.m. The route will begin on the corner of Imperial Avenue and Main Street and continue south to El Segundo Boulevard. Carol Cervantes received a commendation as the El Segundo Police Department’s RSVP (Retired Senior Volunteer Program) of the Year for her 192-plus hours given to support local law enforcement efforts. An RSVP since September 2013, she worked not only the required four hours per work but also contributed additional time on the Downtown Neighborhood Watch, Neighborhood Watch in the Park, Plaza El Segundo’s Holiday Open House, Candy Cane Lane, Little League Parade, Police and Fire Memorial Golf Tournament, Fourth of July Celebration, street light survey, Neighborhood watch community meeting flyers and recruitment of new RSVPs. Cervantes also assisted the Crime Prevention Unit with additional duties. She was also a former El Segundo Chamber Citizen of the Year and served in the US Navy. The next El Segundo City Council meeting will take place on Tuesday, December 20. The members agreed to cancel the first meeting of 2017 (January 3) per standard practice, due to the close proximity to the holidays. • and conspiracy to commit a crime.
