Emergency Management Coordinator Randy Collins presented the City’s Emergency Management Strategic Plan for the next three fiscal years, with goals to develop an Incident Management Team, increase first responder training, build the Community Emergency Response Team (CERT) program to 1,700 members, establish critical infrastructure program to ensure impacted businesses can get back up and running after an incident, and embark on a public awareness campaign. Also on the list: completion of one tabletop exercise annually, along with a full-scale exercise every two years. Mayor Fuentes announced six appointees to the Arts & Culture Advisory Committee: Michael Kreski, George Renfro, Jeff Cason, Julie Todd, Neal Von Flue and Kristen Dorsey. The Council interviewed the candidates just prior to Tuesday’s meeting. The Council delayed a consent agenda vote to regulate drones within local parks and public property/right of way after hearing from AT & T Director External Affairs John Hefferman, who explained that his company has begun to use the technology in those areas for inspection purposes and to create maintenance plans for cell installation. He hoped the Council would make an exemption for commercial operations of drones in cases (e.g. telecommunications) where critical infrastructure is involved. Finally, Berkman announced the December 4-10 closure of Vista del Mar between Grand Avenue and 45th Street as Southern California Edison plans to replace the lattice towers for transmission lines. Two lanes will operate from 7 to 9 a.m., but the road will move to one lane after those hours. Future work is slated for Rosecrans west of Sepulveda later this year or in early January. •
