The Council also funded a new Equipment Mechanic I/II position, which will help us catch up with vehicle repairs and maintain them according to industry standards as our fleet ages.” While leaving El Segundo with few regrets, Katsouleas admitted that she wished she could have been more successful in establishing a Capital Infrastructure Replacement Fund. “The city’s financial state over most of my tenure here made that all but impossible to achieve,” she said. “I also wish I had been able to secure support for a Facility Needs Assessment. I believe that we need to take a closer look at whether the city’s existing public facilities are meeting the needs of their user groups—and begin the planning process for what facility improvements could be or should be made to accommodate uses for the next 20-plus years.” While her replacement has not been announced as of this writing, Katsouleas said that person will have his or her hands full with several challenges—especially securing funding for and constructing Park Place between Sepulveda Boulevard and Nash Street and recruiting personnel for existing vacancies and upcoming retirements. “They’ll also oversee implementation of an aggressive capital improvement project program, conduct a new Prop 218 process for water in 2018, prepare for a new waste hauling contract, and engage in issues associated with the planned LAX expansion,” she said. “The new director will also face the challenge of securing support for a permanent capital infrastructure replacement fund to deal with things like long-term planning for roof repairs, HVAC replacements, elevator refurbishments and so forth…and lobbying for a Facility Needs Assessment.” Katsouleas called it “an honor” to lead Public Works for nearly seven years. “The entire Public Works staff is comprised of outstanding individuals who are dedicated to their profession and the department as a whole, as well as to each other,” she said. “I am fortunate to have been a part of that family and plan to stay in touch—also knowing that El Segundo and Manhattan Beach as neighboring communities sometimes collaborate on projects such as the bicycle lanes on Rosecrans. Whoever steps into these shoes next will certainly feel lucky to have such an amazing staff and team.
