The final vote on November 1 will not include Mayor Pro Tem Drew Boyles, who recused himself from the discussion because he is a business owner with large commercial vehicles. Also on Tuesday, the Council officially adopted the revised rate schedule for ambulance transport as prescribed by the County. This will allow the City to bill insurance companies the maximum amounts for basic life support transport, advanced life support transport, travel costs, oxygen administration, volume ventilator, and disposable medical supplies. As part of the action, the Council agreed to waive any residential co-pay collection for ambulance transport. Fire Chief Chris Donovan indicated that the City will offset the loss or revenue from the co-pay (that residents had been charged since 2014) by getting the full billable monies from the insurance carriers. He estimated annual revenues exceeding $800,000 depending on call volume and other factors. While very pleased that residents won’t have to kick in for the co-pay any longer, Councilmember Don Brann wondered why the just-adopted rate schedule wasn’t implemented in the first place. Mayor Suzanne Fuentes explained that the Council and staff did not know at the time that they could charge insurance companies “everything we could.” The new fee system will officially commence sometime next month. However, the City stopped charging the residential co-pay retroactive to July. Police Chief Mitch Tavera discussed the growing problem of coyotes wreaking havoc in local neighborhoods, with 20 reported sightings over the last few months and various incidents such as a dog recently killed on Loma Vista Street. He spoke of the importance of educating the public and urged residents to avoid leaving out pet food or bird feeders, to secure trash cans, and keep small pets inside or on tight leashes during night walks. “They’re looking for easy food,” Tavera said of the coyotes. The Chief explained that coyotes are a part of El Segundo’s urban ecosystem, which can’t be infringed upon--thus limiting recourse options. He reported that his department will collaborate with the California Department of Fish and Wildlife on an action plan to attempt several mitigation measures to deal with the most aggressive animals. Trapping would be a last resort if all else fails. Citizens can learn more about coyotes and receive safety tips via bulletins and video on the El Segundo Police Department Facebook page, Nixle and BluTube. United States Postal Service officials received earfuls from the Council as well as a resident on Tuesday night. Addressing concerns about delivery and the physical condition of the local facility (Bay Cities Annex) on Mariposa Street, Postmaster Cindy Campano admitted to “missed deliveries” recently because most mail carriers had to learn new routes in August—but said the problems are being addressed.
