The public hearing will allow testimony regarding a proposed ordinance which would (1) regulate the parking of oversized vehicles, recreational vehicles, detached trailers; (2) establish a registration/permit process; and (3) prohibit the placement of electrical cords, cables and similar items between such vehicles and nearby property. The parking of recreational vehicles, oversized vehicles and detached trailers on City streets has been a source of concern and increasing complaints from El Segundo residents and business owners for several years now. In response to these complaints, the proposed ordinance would prohibit parking of detached trailers on City streets and highways, and would prohibit the overnight parking of oversized vehicles and detached trailers between the hours of 2 a.m. and 6 a.m. on all streets and highways within the City, unless such vehicles have been registered and receive a one-day permit from the City. Under the proposed ordinance, residents may apply for and permits which allow them to park on the City streets during the above-referenced times. At any time, not later than the aforesaid hour set for the hearing, any person or organization may file a written statement with the El Segundo City Clerk, of his or her opinions with respect to the proposed Ordinance. Any person or organization desiring to be heard will be given an opportunity to do so. If you have questions regarding this hearing, you may call the City of El Segundo at (310) 524-2300. Note that any appeal of a decision made following a public hearing may be limited to the issues raised by evidence submitted before or during that public hearing. To be published in the El Segundo Herald, October 13, 2016. Tracy Weaver Elected City Clerk City of El Segundo (310) 524-2305 El Segundo Herald Pub. 10/13/16 H-25318 statistically but holding on to a slim 7-0 lead. The El Segundo defense was asked to hold back a high powered Centaur offense and they held them to just 71 total yards in the first half. It was all you could ask for from a defense that has improved week by week. “We knew about their speed and wanting to throw the ball so we prepared for them and it showed,” defensive coordinator Dan Heck said. The second half of this highly spirited game would go differently on both offense and defense. After the Eagles went nowhere with their opening second half possession, Culver City went to work. They weren’t able to run the ball so they went to their power game the pass. Of their 11-play drive, Martin completed three passes for 47 yards. A major penalty moved the ball inside the Eagle’s 18-yard line. Three consecutive incompletes passes later and the Centaurs settled for a 35-yard field goal. It was a victory of sorts for the defense to hold the Centaurs to a field goal. With the Eagles nursing a 7-3 lead, the offense responded with 10- play, 71-yard drive to take a 13-3 lead. Kobee Lagarde found Ashton Saltz open for 16 yards while Tauaese picked up 19 yards thanks to the blocking of Kaden Langlois and George Hayes. Four plays later, Tauaese found the end zone on a 12-yard run. The Eagles would kick themselves when Culver responded with a touchdown of their own. A 29-yard pass play followed by a pass interference call against El Segundo, placed the ball on the Eagle’s 10-yard line. Two plays later, Culver City cuts into the Eagles’ lead, 13-10. Perhaps the turning point of the game came on El Segundo’s next possession. On fourth-and-one at the Culver City 16-yard line, Tauaese was thrown for a 4-yard loss, turning the ball over on downs. The Centaurs didn’t waste time and on their fourth play, went with a pitch that went for a 64-yard touchdown run and a 17-13 lead. Things got worse when Jake Palmer’s pass intended for Haamid Brooks Jr. was intercepted and returned to the El Segundo 11-yard line. Culver City scored on the first play with a touchdown pass to make it 24-13 with 6:40 remaining in the game. With the Eagles moving the ball methodically down the field and poised to score, disaster happened again. This time Lagarde targeted Billy Brasher near the goal line but his pass was tipped and intercepted. The Eagles would make it close with a 7-yard screen pass for a touchdown from Lagarde to Isaiah Gray. The on-side kick was recovered by the Centaurs and the Eagles fell 24-19 giving them their first loss of the season. The Eagles had dominated statistically including first downs 27-12, rushing yards 272-57 and total yards 401-256. But unfortunately they faltered in the only column that counted, the final score. Tauaese picked up 138 yards rushing while Saltz pounded his way for 108 yards. On defense Angelo Pacheco was in on eleven tackles, Gabriel Fernan was in on nine tackles and Kyle Freeman added seven tackles. The Eagles will look to rebound against Beverly Hills on Friday night at 7 p.m. hosting the Normans on Homecoming Night. Boys’ Water Polo The Eagles defeated Culver City 18-8 in a game that the Eagles dominated from the start. Kyle Crist led the way with six goals. Most of his goals came on the counter attack where he used his speed and anticipation to get behind the defense. Owen Hale had five goals, Kelly Reynolds had four goals and Ryan Winkler had three goals; Brett Quesada had eight saves. The Eagles boat-raced Beverly Hills, 21-6.  El Segundo jumped on the Normans early and never let up.  Nolan Young led the way with a career high five goal, including a goal from the center position.  Crist contributed four goals, Owen Hale three goals, Kalan Smith and Reynolds added two goals. Quesada was stellar in the cage with 12 saves. On the JV level El Segundo defeated Culver City, 9-4.  Kalan Smith and Kyle Delmendo led the way with three goal each. Delmendo also played pesky defense throughout the game.  Cameron Dornblaser, Calvin Kastigar and Nick Palomino each had one goal.  Caden Kastigar had four saves in the cage. Against Beverly Hills, the Eagles dominated in a route 12-3. Baron Young tied a career high with five goals, Delmendo had four goals while Tyler Ralls and Dornblaser each tallied one goal. Kastigar had three saves in goal but also made some great passes on the counter attack. This week is a big one with a league game against Torrance on Thursday and playing host to the 47th annual Henry Stuart South Bay Tournament with the finals at Mira Costa on Saturday. • of the public speakers, will feature ramps and easy wheelchair access (including wide dugouts) and various safety components. According to the agreement, the developer must pay the $100,000 to the Little League within 60 days of the Council’s final approval this month. Mayor Suzanne Fuentes said this type of development makes El Segundo “look good” and increases property values while also providing much-in-demand new housing. She also praised the developer for offering to pay to move the Little League’s storage pod. Gina Hoffman, who owns the Outside Matters landscaping business in town, agreed to house the pod until an alternate location is found. While pricing for the units is yet to be determined, initial estimated baselines are $800,000 for the townhomes and $1.6 million for the single-family residences. Pricing for the affordable housing units will be set depending on the incomes of the approved buyers. Fuentes asked if the developer could earmark the affordable units to military personnel at Los Angeles Air Force Base and a D.R. Horton representative indicated that his company could do so since it will function as the pre-qualifier and can thus prioritize applicants. Also during the meeting, the Council by a 4-1 vote (with Mike Dugan against) adopted the city’s 2016-17 budget. Extensive discussion over recent meetings centered on how to spend $3.2 million in available surplus monies. While the five members agreed on infrastructure and See City Council, page 14
