Councilmember Dave Atkinson pointed to guaranteed revenues from the deal that will help the City better predict its finances and allow monies to go into an asset account. He noted that the City has used over $6 million in general fund monies towards The Lakes. While saying she believes TopGolf will be very successful and wants it to do well, Fuentes voted against the project as she has done in the past—contending that the property should remain a park and recreation facility. She also mentioned being approached by citizens who wish to keep The Lakes as it is. “I want this to be the most successful TopGolf in the United States, but also represent people who reach out to me continually,” Fuentes said. Fellhauer countered that many people in town also support TopGolf. “We’re all voting our hearts and what’s the best for our city overall,” Mayor ProTem Carl Jacobson said. In supporting the project, he looked to the need for “any positive cash flow” to address the monies pulled out of the equipment replacement fund. Jacobson also emphasized that the note on the golf course must be paid back but that funds generated from The Lakes “haven’t been overly abundant.” TopGolf was not the only item on Tuesday’s agenda. The original impetus for scheduling the meeting was to officially adopt the City’s 2015/16 budget before the new fiscal year start on October 1. The Council passed the budget by a 4-1 vote, with Jacobson dissenting. While expenditures will exceed revenues by $1.2 million, the City will still have a balanced budget by applying excess reserves from the previous year to offset the shortfall—and by reducing the transfer to the economic uncertainty account by $250,000.
