Council members Dave Atkinson and Mike Dugan both supported the request and pointed to the fundraising benefits and lack of any problems in past years, but Mayor Suzanne Fuentes voted no for “philosophical reasons.” Explaining that he knew Fellhauer would have voted for the item had she been present on Tuesday, Jacobson broke the potential 2-2 impasse with his “aye.” Before wrapping up her stint for the City and resuming her collegiate studies at UC Davis, intern Daisy Sanchez revealed the results of a Downtown El Segundo parking survey she oversaw over a one-month period from July 20 to August 20. She received replies from 450 individuals, with the lion’s share local residents. Among her findings, 64 percent of the respondents felt Downtown parking is a concern (though not a major one), with more than three-quarters identifying Main Street north of Grand Avenue as the biggest problem area. Many felt Thursdays and Fridays are the toughest days to find a parking spot, particularly during lunch and dinner periods. Asked why they don’t use the parking structure on Grand and Richmond Street, many people said it was too far from their location or they simply forgot the garage was there. As for ideas on a solution to improve parking, the majority of respondents expressed their opposition to parking meters--although it was strangely also the most popular choice from among the alternatives of permit parking, valet parking and shuttle services. Only 15 percent said they would visit Downtown less should any of these solutions be implemented. Also, close to two-thirds said they won’t avoid coming here because of parking difficulty. In her recent study of available spots in the most trafficked parts of Downtown, Sanchez found that all streets fall below the optimal 85 percent occupied limit with an overall average of 66 percent. Richmond and Franklin were the busiest areas experiencing the greatest shortage, with Richmond the most filled up at 83 percent. Sanchez expected that the upcoming Richmond reconstruction project will provide relief by adding new spaces to the block. She also reported that she spoke with parking management experts from SP+, who recommended maximizing the parking the City already has and making employee lots available after hours and on weekends. Other ideas include offering valet parking, imposing parking restrictions, and making use of private lots. Sanchez added that an improved marketing effort to publicize available parking can also help the cause. She displayed a couple of apps that can provide the layout of local lots and be especially useful for out-of-towners not as familiar with the area. Earlier in the meeting the Council, City staff and audience members took advantage of a photo opportunity with visiting Congressman Ted Lieu, who spoke briefly to those in attendance. Lieu announced that he has shifted services from Washington, D.C. to District offices by increasing field staff by 400 percent. He touched upon a recent successful effort to lobby the Federal Aviation Administration (FAA) to extend El Segundo’s residential sound insulation deadline and spoke of the need to continue to grow the local economy. In particular, he called for reauthorization of the U.S. Export-Impact Bank in the wake of the recent Boeing layoffs (which occurred because AsiaBroadcast terminated a satellite contract with the local defense firm after being unable to get a financing backstop from the Ex-Im Bank). The presentation included a short video displaying the “sights and sounds of the Artwalk,” which was described as “highly successful and well-attended.” During public communications, one resident complained of the growing number of air B and Bs that have cropped up around town and in particular on his block at the west end of Pine Avenue. The speaker reported “people coming all hours” and also taking up resident parking spots. Mayor Fuentes said she was not aware that air B and Bs were an issue in El Segundo and thanked the resident for bringing this to the Council’s attention. She noted that Manhattan Beach had similar problems and eventually passed an ordinance to control air B and Bs in that community. Before the end of the meeting, City Manager Greg Carpenter recognized Fire Chief Kevin Smith who is retiring at the end of this month after 30 years of service and 10 as a department helm. “I couldn’t let 30 years go by without saying thank you,” Carpenter said, adding that the Chief will work “right up to the finish line.” The Council members gave Smith a standing ovation and Fuentes told him, “You are one of the most genuine, kind, giving men that I know.
