Other items on the list (with a total cost of close to $6 million) included repurposing the abandoned water reservoir at Hilltop Park to potentially develop the space into an amphitheater or other public use; repurposing the underutilized handball, horseshoe and lawn bowling areas at Rec Park for more desired uses; installing park exercise equipment along the greenbelt corridor; upgrading software in the City’s Planning and Building and Safety Department to improve customer service at the counter and in the field; installing removable bollards at strategic locations on Main Street for safety during events when streets are closed, and installing wireless, in-ground crosswalk lighting in the 100-400 blocks; enhancing gateway signage at Imperial/Main, Imperial/Sepulveda and Aviation/Sepulveda; and expanding the Children’s Room at the El Segundo Public Library. Katsouleas also strongly recommended establishing an infrastructure replacement fund considering that the City owns 18 primary buildings and most have been neglected over the years primarily due to financial limitations. “Ultimately over time, you have to deal with roofs and gutters, painting, floors, HVAC, doors and windows, plumbing, heating and boilers, elevators, appliances, etc.” she said. “Then outdoors you’ve got playground equipment, fencing, scoreboards, courts, turf, lighting, benches, trash bins and the list goes on.” Katsouleas added that allocating $1.5 million in seed monies would help get the ball rolling to develop a game plan to tackle these ongoing infrastructure maintenance issues. “We need to start putting together a vision of what we want the City to be, not just now but in the long run. With this initial fund outlay, we can conduct a full inventory of all our assets, determine what their shelf lives are, and estimate the costs based on when replacements come due.
