Department of Toxic Substances Control August 2015 Public Notice The mission of DTSC is to protect California’s people and environment from harmful effects of toxic substances through the restoration of contaminated resources, enforcement, regulation and pollution prevention Cal/EPA DTSC State of California CNS#2786740 EMERGENCY PERMIT LOS ANGELES CITY OF RESIDENTIAL SPECIALIST MATERIAL HYPERION SAFE CENTER 7660 WEST IMPERIAL HWY PLAYA DEL REY, CA 90293 On August 10, 2015, Los Angeles City of Residential Specialist Material (LA City of RSM ), Hyperion SAFE Center, requested an Emergency Permit from the California Department of Toxic Substances Control (DTSC) for onsite treatment of expired laboratory chemicals at 7660 Wesy Imperial HWY, Playa Del Rey, CA 90293. The items to be treated are two 500 ml containers of Diethyl Ether. The CleanHarbors Environmental Services Company has been contracted to conduct this treatment. The chemical is potentially reactive and unsafe for transport. The treatment involves the addition of water and/or solvents to the container to stabilize the chemical. Once the chemical is treated, they will be transported offsite to a proper disposal facility. DTSC has determined that chemicals pose an imminent and substantial endangerment to human health and the environment and therefore an emergency permit should be issued. This Emergency Permit is effective from August 24, 2015 through September 22, 2015. The Emergency Permit includes measures to minimize any adverse impact to the community and the environment. CALIFORNIA ENVIRONMENTAL QUAILTY ACT (CEQA): DTSC has determined that the project is exempt from the requirements of CEQA and has filed a Notice of Exemption (NOE) with the State Clearinghouse on August 12, 2015.
