City Council from front page to expand the local volunteer program. Boyles thought successes could be measured by looking at crime decreases per capita compared to other surrounding cities. To develop quality infrastructure and technology, the Council wants to see successful implementation of new technology. With assistance from the Technology Committee, staff and department heads arrived at a shortlist of 12 key technology projects—with some already funded with current fiscal year monies or other sources (grants, equipment replacement/asset forfeiture funds, developer fees). However, funding for five of the projects would need to come out of the 2017/18 budget. Pirsztuk pointed out that “this list has been gone through with a fine-tooth comb. It has been vetted.” At the behest of Boyles and under the umbrella of the goal of developing as a choice employer and workforce, the Council also prioritized conducting a third-party Human Resources audit of the municipal code as a way of looking at all City procedures. Under the goal of championing economic development and fiscal sustainability, the Council called for implementing a Downtown El Segundo beautification program, along with a vision for the district that will include promotion and funding for marketing. Formation of a Downtown Advisory Group is now in progress and discussions will center on ideas for landscaping and other improvements. The Capital Improvement Program Advisory Committee also identified several Downtown-related projects on its wish list for next year. Pirszuk additionally suggested a management component to ensure that Downtown does not eventually deteriorate again after initial improvements. Last but not least, all five Council members tacked on an orange dot to address the growing issue of the City’s pension liability. Boyles summed it up by saying that “the biggest line item in our budget has to be addressed.” As presented earlier in the meeting by Finance Director Joe Lillio, the news was sobering. Due to various factors driving up costs, current long-term projections indicate the City’s total annual pension price tag will rise from $11 million in 2017/18 to $22.8 million by 2026/27. In addition to doubling the yearly cost in 10 years, this also represents a cumulative increase of $69 million over that time period. Lillio explained that the unfunded liability is what’s driving pension costs for cities—i.e. already retired employees. One method to reduce the overall cost is to add payments to the pension fund. When the Council adopts the 2017/18 budget, it will have a $3 million surplus available and will consider staff recommendations to allocate around half of that to capital improvement projects, $865,000 to technology improvements and $700,000 towards the pension fund. Lillio said allocating the $700,000 would save the City about $1 million in interest payments versus earning $8,000 in interest if that money is left in reserves. Speaking of reserves, the Council will also vote on whether to increase those from 18 percent (of general fund expenditures) or move up to 19 percent next year as part of an incremental move to return to the 20 percent level of the past.
