Boyles noted that El Segundo residents don’t pay for trash, UUT or parking. “Either we have to increase taxes or reduce expenses—or get residents to pitch in,” he said. “This model isn’t sustainable over the long haul.” In addition to placing the aforementioned orange dots on priority items, Council members also had yellow dots for projects they would rather defer or remove altogether. One yellowdotted item that spurred notable discussion was whether to discuss potential residential housing east of Sepulveda. While Dugan preferred to simply hold off on the topic in order to deal with today’s more pressing priorities, Fuentes was more emphatic in her opposition. “I don’t see a benefit to having residential over there,” she said. “We’re trying to dig ourselves out of a hole. That makes the hole deeper.” While not declaring a position on the matter, Boyles thought it important to at least study the idea— particularly since he had heard from various companies that indicated housing proximity is an important consideration in deciding whether to move their firms to El Segundo. Residential east of Sepulveda may still come up as part of a new general plan—which has not been updated since 1992. Planning and Building Safety Director Sam Lee estimated the cost for a city-wide general plan at $1.5 million, with $600,000 already set aside. Another option is to seek a grant to study just the east side of town where there is a Metro station. In this case, the City would kick in $300,000 with a $700,000 grant covering the remainder.
