The Fire Department requires another $531,800 for the second engine and $267,000 for the other ambulance. Councilmember Dave Atkinson, who worked at a South Bay car dealership for many years, volunteered to research lease options for the vehicles to reduce the City’s initial outlay and to see how the arrangement might pencil out compared to a straight purchase. Smith emphasized that the engines are now 22 years old (two years past maximum recommended shelf life) and prone to breakdowns. He also downplayed the ability to recoup much money from selling the old vehicles, contending that scrap iron might yield the best return at $10,000 per engine at the high end. The ambulances, normally expected to last 10 years at most, are 11 and 19 years old respectively. The younger model has traveled 132,000 miles. Its older brother sports a broken odometer and the department has no idea how many miles are on it. Smith lamented that the emergency vehicles “impact patient care” and noted that “rides are really rough.” While the Council will consider ways to save money on the engine and ambulance, it was willing to grant requests of $39,000 and $51,000 respectively for two ECG monitors and 15 firefighting turnouts (the heavy protective equipment firefighters wear). Smith described the latter items as “non-negotiable” because the current turnouts are past their shelf lives and “firefighter safety is at stake” as well as the City’s liability.” The Council had mixed opinions on whether to allocate just over $102,000 in total for a water-saving system to wash fire apparatuses, an automated scheduler to free up battalion chiefs from time-consuming administration work, and a digital fire policy manual to update the department’s decades-old document. The Council agreed to provide a part-time employee to the City Clerk’s office to support an increased workload, but opted to fund for 20 hours a week without benefits rather than the requested 30 hours and fully vested. The group said yes to a license permit specialist for the Finance Department at $38,200 a year, but no to an administrative specialist at $22,200. Public Works Director Stephanie Katsouleas urged the Council to give her $224,900 plus another $12,500 in related supplies and services to hire three more street maintenance workers so the City can start catching up with neglected items such as asphalt removal and pothole fixes. Staff will first look into the costs of hiring concrete specialists before the Council makes a final decision. Katsouleas reported that before 2006, her department employed 10 street maintenance personnel. That number dropped to six in 2009 and two of today’s staff are on work restriction. The Council was divided on whether to allocate $76,500 for a new library assistant to help with cataloguing, but was happy to grant three Planning and Building and Safety personnel requests because none of them will cost the City any additional monies. The Council members unanimously agreed to fund an additional $75,000 to beef up the existing $100,000 annual tree maintenance contract services. Recreation and Parks Director Meredith Petit noted that in a comparative analysis with 10 other municipalities, El Segundo only spends $18.15 per tree versus an average of $29.00. The stated goal is to maintain all trees every four to five years and this influx of funds will inch the City closer to the “ideal situation.” While the group was willing to spend $30,000 towards planning for the City’s centennial celebration and possible participation in the Rose Parade, Councilmember Marie Fellhauer hoped that sponsorships could cover the costs for a float. Given the City’s finances and need to prioritize other items, she expressed concerns about spending money on the Parade. The Council was iffy on whether to appropriate $190,000 for various parks repairs including Campus El Segundo turf, fence and net fixes as well as work needed on bleachers, scoreboards, landscaping, irrigation, picnic shelters, lighting and signage. Atkinson felt that the money should come out of revenues generated from Rec and Park fee increases. He also voted against funding an extra $150,000 towards the soccer field turf replacement, arguing that drop-in fees set to kick in this fall should be used to cover those costs. Petit emphasized that the warranty recently expired on the eight-year-old turf and the City will have to spend $20,000 to $25,000 a year in repairs. Adding in all the department requests, the updated fund balance for 2015/16 resulted in a $2.6 million deficit not counting the capital projects and assuming employee salaries remain as they are with no additional See Strategic Planning, page 6
