The Council adopted the aforementioned Parking In-Lieu Fee Program, which is unique to Downtown, in 2003. The process allows property owners to pay a fee instead of providing additional parking when constructing a new building or making additions to existing structures. The current fee is $17,500 per parking space—though the money does not buy the property owner an actual space, but rather contributes towards the creation of future Downtown parking. The intent of the program was to encourage existing businesses to expand or improve while also attracting new tenants to the area. Yet over the 12 years of the program, only six businesses (four restaurants and two medical offices) have used it to date. The DSP also features several incentives viewed as among the culprits for the perceived lack of parking in Downtown. As an example, there is no parking required for take-out restaurants less than 500 square feet in size or for outdoor dining areas 200 square feet or smaller.
