Councilmember Don Brann preferred keeping both April 2018 and 2020 as stand-alone, with the reasoning that “all this [legislation] could change in the years ahead.” He also felt that this option would allow the current Council members to complete the exact terms they were elected to serve. “I don’t want to vote for something that lengthens my term,” he said. Responding to Brann, Weaver said she was concerned that the City’s current election vendor will be out of business by 2020—though she was “fairly confident” it would still be around in 2018. Finance Director Joseph Lillio indicated that it would take a year or two of planning to change the City’s budget cycle, but said the Council could potentially adopt a 21-month budget in 2018 to line up with a July fiscal year start next time around. Ultimately, the Council directed staff to come back with two options for final consideration: One to continue with stand-alone elections in April 2018 and 2020, and the other with an April 2018 election and then a move to November starting in 2020. Weaver also showed a brief video with highlights of the County’s Voting Systems Assessment Project (VSAP) that hopes to make voting simpler and more efficient. Among the changes planned: Moving away from a single polling place to allow early voters to choose where they want to mark their ballots; providing a touchscreen that will then produce a paper, easy-to-read ballot; and creating an interactive sample ballot where voters can pre-mark their choices electronically and then bring results on a smartphone or tablet to the voting center. Also on Tuesday, Mayor Pro Tem Drew Boyles asked staff to come back in six months with an update on accessory dwelling units (ADUs) to report on how many have been built, how many are in plan check or some phase of design, and statistics on the typical design/layout and square footage in comparison to floor to area ratio. Boyles additionally requested an agenda item requiring that any item that comes before the Council has an environmental consideration (even if ultimately not chosen to be part of a final decision). He also asked the Police Chief to revisit activity around Clutter’s Park, noting that residents had reported “issues there again.” Public Works Director Ken Berkman provided an update on the just-started water main replacement project on Center Street between Pine and Grand avenues. Work will continue through the end of August, with crews out between 7 a.m. and 4 p.m. With no parking in the work areas during those times, residents can leave their vehicles on Pine, Holly Avenue and Bungalow Street, Berkman said. He added that staff will cover street sweeping signs on those blocks and suspend enforcement during that period. After completion of this portion of the project, phase two will commence and cover Center between Grand and El Segundo Boulevard—with a mid-October completion estimate. Berkman directed those with any additional questions to contact contractor Pablo Viramontes at 909- 770-2169, or the City’s project manager John Gilmore at 310-524-2316. Also underway is a major sewer pump station project underneath and adjacent to Acacia Park, which will take about a year to complete. City Manager Greg Carpenter asked for resident input on two surveys currently on the www.elsegundo.org home page—one asking to weigh in on short-term rentals (Airbnb), and the other on whether the City should change its traditional seal to the centennial logo. He also thanked Parks Superintendent Mark Trujillo (who is retiring this week) for 32 years of service to the City. Fuentes reported that she recently attended two meetings about the Vista del Mar lane restriping issue, with a special sit-down with Supervisor Janice Hahn (the only elected official with jurisdiction in that district). The Mayor described the discussion as “very productive” and that Hahn was “advocating for us.” During public communications, local resident Dr. John Dorsey—an LMU professor who teaches courses in environmental sciences and oceanography—asked the Council to reconsider its decision two weeks ago when it opted not to join the Climate Mayors network supporting the Paris Agreement. He argued that climate change is not outside the City’s scope and that issues such as water resources and heatwaves will impact coastal communities. He said the network is a way to “exchange information and ideas” with other cities. Former Tree Musketeers Executive Director Gail Church noted that two of the Council members abstained and could bring back the item for another vote. She said she was “embarrassed” that the City did not join the network and reminded the Council that El Segundo already committed to reduce its carbon footprint and that California has obligated to do more than what is entailed in the Paris Agreement. • Police Reports from page 2 Boulevard. Saturday, July 8 An identity theft report was taken at 1041 hours from the 300 block of Main Street. Suspect(s) filed a tax return using the victim’s social security number. A burglary (commercial) report was taken at 1459 hours from the 1900 block of Hughes Way. Unknown suspect(s) gained entry into a storage locker through unknown means. Taken were a drum set, miscellaneous vinyl records and a surf board. A found property report was taken at 1928 hours from the 300 block of Maryland Street. A women’s ring was found at the location. A traffic accident (with injuries) occurred at 1937 hours at Hillcrest Street and Imperial Avenue, vehicle versus bicycle. A found property report was taken at 2059 hours from Palm Avenue and Penn Street. A pair of prescription glasses was found at the location. Sunday, July 9 A child abuse report was taken at 0425 hours from Imperial Avenue and Main Street. A missing person report was taken at 0802 hours from the 600 block of East Holly Avenue. A female adult was reportedly missing. A found property report was taken at 1112 hours from Imperial Avenue and Main Street. Found was a bag containing miscellaneous items. One male adult was arrested at 1522 hours from the 400 block of Loma Vista Street for two outstanding ESPD misdemeanor warrants and one HBPD misdemeanor warrant. Monday, July 10 One male adult was arrested at 0118 hours from the 1900 block of East El Segundo Boulevard for misdemeanor driving while intoxicated. A burglary (commercial) report was taken at 0505 hours from the 300 block of North Sepulveda Boulevard.
