There’s a bit of good news: Monthly sewer treatment rates will remain the same for all customers—and likely won’t go up next year either because of reduced capital requirements at the Hyperion plant. The need for the annual increases spurred from 2014 independent consultant studies on water and sewer rates to determine the City’s total fixed and variable costs. The reports concluded that if the City kept existing rates as they were, it would not generate enough revenues to support the operation and maintenance of the water utility and related capital improvements and equipment replacement. The City’s goal was not to secure profits, but to keep the system self-sustaining with just enough overflow funds to cover emergency demands and handle long-term repairs and equipment upgrades. The list of target items includes replacing many miles of aging water mains (in progress, though it will take some time to complete the project) and eventually building a new reservoir (not in the budget yet) to address emergency supply demand. The City itself is a third-party customer: It buys its water from West Basin Municipal Water District, which purchases its own share from Metropolitan Water District (MWD). El Segundo then conveys the water through its own system and sends bills to local residential and business property owners. In factoring the water rate hikes, the City based the numbers on MWD estimating a five percent annual increase of its pass-through costs to agencies. The latest increases will fall in line with those numbers. On the sewer side, local customers saw a significant jump in 2015 (the first sewer rate increase in six years) to catch up with pass-through costs from the Hyperion to the City. Since then, rates have risen at about eight percent annually. City of El Segundo Revenue Manager Juliana Demers noted that for the very next residential bill, customers will see a mix of the old rate and the new rate (since billing is bi-monthly). Commercial accounts, which are billed monthly, will not see the increase until the August bill. The City recently streamlined its water billing process, providing customers options for automatic payments (via accessing an online form at htttp://www.elsegundo. org/home_nav/water_billing.asp and then clicking on the “Water Billing” link on the top left corner); online through the “Water Billing” link on the City’s homepage; by mail (sending a check to the lockbox at P.O. Box 101426, Pasadena, CA 91189-1426); and in person at City Hall’s Finance Department. Despite the continued rate upticks, the City still reports water charges lower than neighboring South Bay communities that also continue to raise their rates due to pass-through costs. That said, local residents and businesses have options to lower their water bills. Despite the heavy rains of the past winter, El Segundo still has a water conservation ordinance in place that limits watering hours and sets parameters for irrigation, leak repair and other related items. Tips to conserve water can be found by accessing http://wateruseitwisely.com/100- ways-to-conserve/ Among the recommended steps are to take shorter (five minutes) showers, not leave water running while brushing your teeth or shaving, use a water-efficient showerhead, and run clothes or dish washers only when they are full. A petty theft occurred at 0831 hours in the 2200 block of East Rosecrans Avenue. Taken was an Apple iPhone. A misdemeanor hit and run occurred at 1000 hours on Vista del Mar and Grand Avenue, vehicle versus vehicle.
