Collins landed his first emergency management position with the then-Indiana State Emergency Management Agency in 2000 as the State Emergency Operations Center Manager. In 2002, he accepted a position with the City of Indianapolis Emergency Management Division where he rose through the ranks and completed his stint there as the Deputy Director for Preparedness and Operations. “At Indianapolis, I managed many incidents including tornados, floods, and even a few structural collapse incidents,” Collins recalled. “I also had the unique opportunity of participating in the management of events like the Indianapolis 500, the Brickyard 400, Indianapolis Colts games, the NCAA final Four, and many other special events.” Collins returned to the State of Indiana in 2008 as the District Programs Branch Director for what is now known as the Indiana Department of Homeland Security. While there, he and his staff developed disaster response task forces statewide. The units were at the scenes of several major disasters, including a severe tornado outbreak in Southern Indiana in March 2012 as well as Hurricane Sandy in October and November of the same year. In a career highlight, Collins also participated in the management of Super Bowl XLVI. Among his accolades and achievements, Collins received the coveted Certified Emergency Manager certification from the International Association of Emergency Managers— joining a shortlist of approximately 2,500 people to have been so designated. The year 2010 marked the formation of the All Hazards Incident Management Teams Association. Collins’ track record led to a Randal Collins. position on the initial board of directors as well as a role as Second Vice President for two years. He eventually became President and CEO of the national nonprofit in 2012. “I have been re-elected as such each year since and continue to serve as a volunteer in that capacity,” Collins said. “The organization leads the nation in establishing standards for incident responders on incident management teams and advising the federal government--most specifically FEMA--in incident management doctrine. AHIMTA’s mission is to inspire excellence in incident management.” Collins made the move to the West Coast to take on an interim position with the City of Santa Rosa as Emergency Management Coordinator before moving on to a permanent role as Emergency Management Specialist with Southern California Edison. In 2015, he became the National Director for Animal Rescue with the American Humane and with his team responded to disasters all over the country and rescued thousands of animals in the process. When he learned about the opening in El Segundo, Collins was immediately intrigued. “The position at El Segundo attracted me because developing the program of emergency management has the full support of Mayor Fuentes and the City Council as well as the City Manager,” he said. “I am a builder--and building a program in El Segundo is exciting. There will be so many opportunities because of El Segundo’s unique ecosystem between small town feeling and the big industry of the city. It is a very unique opportunity and I am excited to be leading the charge of making El Segundo prepared and resilient.” Collins was pleased to report that he received a warm welcome from City staff and the community upon his arrival with a show of support across the board wishing him success and hoping to see the emergency management program flourish. “As a person from a small town in Indiana, this community feels like home to me,” he said Collins has two children—a 21-year-old son who lives and works in Indiana, and a 19-year-old daughter who is studying at Richmond University in London. He also has Boxer named Gunny, whom he refers to as “his best friend.” When not analyzing disaster preparedness, Collins enjoys long-distance running--but his true passion is lacrosse. “I picked up my first lacrosse stick in 2013 while bonding with my son who played for his high school—and I was hooked,” he said. “I began playing in leagues and then when I went to USC for graduate school, since I had all my NCAA eligibility, I walked on to the USC Lacrosse club team. At the age of 44, I am the oldest player on the team and the oldest player in the Men’s Collegiate Lacrosse Association…ever. The 18-year-olds are a little quicker than I am—okay, they are a lot quicker--but if they hesitate, I got them! Their stick skills are better than mine, but I am improving. With grad school and now the doctorate program, I will get four full seasons with the Trojans. I have played two so far and have had the great opportunity of playing against UCLA, playing in the Coliseum, playing in the Pac-12 tournament, and playing in the playoffs last year against Arizona State.” Now 17 years into his “non-sports” career and thinking about how he got into this line of work in the first place, Collins likes to think that emergency management chose him rather than the other way around. “I have a gift of strategic thinking and planning as well as connecting problems to solutions,” he said. “I have had very unique opportunities in response to disasters, managing special events, organizing large national level exercises, and leading change in the field.
