After Board Clerk Nancy Cobb read the terms of the resolution, Board member Jeanie Nishime noted how, in her opinion, the current resolution “fulfilled the intent of the Board initially” when the lease or sale of the land, deemed surplus for decades, was first contemplated. Nishime mentioned how attempts to lease the land to provide an ongoing revenue stream to the District had been unsuccessful, but this current spending plan will allow students to benefit from an ongoing revenue source from investments, as well as take advantage of immediate capital outlays that will be available for needed facility upgrades. Board Vice President Emilee Layne called the resolution a “great compromise,” noting that it shows the community that the District is invested in education in El Segundo “for a long time.” Also adopted was the District’s 2017-18 fiscal budget, as California’s state fiscal year commences on July 1. The Board additionally approved the District’s Local Control Accountability Plan (LCAP), which is a recent germination of a District funding formula that came into being in 2013-14. Layne noted that while the adoption of the District budget passed very quickly Tuesday night, the Board had spent many hours studying the document, including viewing multiple slides and engaging in a lengthy discussion during a marathon June 13 meeting. The action item portion of the agenda addressed a couple of big-ticket items, with $960,000 approved “for portable building installation” at both El Segundo Middle School and Center Street Elementary. State Electric was the winning bidder for the work, with bid reviews conducted about two weeks ago. The contractor will install modular classrooms, completing all finishing work on the project, guaranteeing all utility connections, and making sure that all state guidelines comply with Americans with Disabilities Act guidelines--California happens to be the most stringent state in enforcing and litigating such guidelines. According to Farris, the work on the two District campuses should be finished by the last week in September, with occupancy targeted for September 26. Cobb asked Farris to quickly detail the bidding process that landed State Electric the contract, as well as the proposed usage for the portable buildings. The Board also approved nearly $600,000 to enter into a three-year agreement with longtime District partner Siemens Industry to continue to provide HVAC service, including preventative maintenance and software upgrades to the automation system, with full coverage on the mechanical systems until June 30, 2020. Referring to District Chief Business Official Susan Aceves, Farris said that “our very savvy CBO was able to negotiate an outstanding contract with them” that will allow the District to “lock in” terms of the agreement with Siemens that includes no increase in the contract amount. Other action items passed included an agreement with El Camino College to develop “seamless pathways from high school to community college for career technical education or preparation for transfer;” as well as routine transfer of monies from one District maintenance fund to another so that deferred maintenance projects in the District could be effectively addressed. Layne, commenting on the collaboration with El Camino College, said that “it a great partnership,” citing the benefits of utilizing District resources to allow students to garner college credits as they pursue a career technical education pathway, or prepare to transfer to a four-year university. Consent agenda items approved included an El Segundo High School marching band field trip to Clovis in November; professional development and summer school training for Richmond Street Elementary teachers over the summer hiatus; approval of an agreement with the Loyola Marymount Math Leadership Corps group; an agreement with Beynon Sports Surfaces to clean and re-stripe the track at El Segundo High; and multiple consultancy agreements that will grease the wheels in the District in the 2017-18 school year. The main athletic field and track at the High School have been shut down for the past few weeks, and Farris said that hopefully the facility would re-open for community usage by mid-July. Farris added that no selection had been made yet of the new principal at the Middle School to succeed Jack Plotkin, who was promoted to fill a newly-created District administration position. Farris said that a second round of applications was being accepted. As the meeting neared conclusion, Cobb said that the Board was still ascertaining the feasibility of putting a school bond proposal on the ballot down the road, and asked for input from community stakeholders. Along with donations from its members, the Rotary thought it would be a nice gesture to honor Bill Mason for the passion he had for his country. It’s also appropriate the flags will be going up on the 38th anniversary of Bill joining the Rotary. Rotary volunteers will be erecting the flags, taking them down and storing them for each holiday that would be appropriate to fly our nation’s flag. Bill Mason was and is still thought of as an American hero and an El Segundo icon. But even more, he will be remembered for his patriotism to his country and as visionary of the future. Not only did he wear an American flag lapel pin each time he wore a suit, which was often, but he raised his American flag each day in front of his home. He said he could see the day that every business on Main Street and most homes in our community sport our nation’s flag on appropriate holidays including Flag Day, July Fourth, Veterans Day and Memorial Day. So as we celebrate our nation’s birth on Tuesday, let’s also remember Bill Mason and his patriotic vision. His patriotism ran deep and he felt that our flag is a visual reminder and symbol of all the blessings that America bestows upon us. So, let’s thank him and the rest of our nation’s heroes who have served our country so we may fly our flag proudly. •
