Said agreement incorporates TopGolf’s most recent lease proposal as well as shared principle components to ensure driving range access and reduced pricing for youth groups, schools, seniors and military personnel, as well as other provisions. The Council will also consider on June 29 whether to rescind a previous commitment dating back to November 2013 to not hold further closed sessions on the TopGolf negotiations. At that time, Deborah Geist had issued a cease and desist order alleging the Council violated the Brown Act in prior closed meetings. The Council sent Geist a commitment letter that it would not hold any further closed sessions, thinking the TopGolf deal was already done and to avoid unnecessary and potentially significant legal expenses. If the Council chooses to go back into closed sessions to resume negotiations, Geist would again have the ability to pursue legal action. “There was no violation of the Brown Act,” Mayor Suzanne Fuentes said on Tuesday. “This is a nuisance.” Recreation and Parks Director Meredith Petit provided an initial report on the City’s potential application to have a float during the 2017 Tournament of Roses Parade in celebration of El Segundo’s centennial. The cost for the float will run at least $250,000 and could be much more depending on size, dimensions, complexity and moving parts. Petit noted that the City can choose from among four approved float builders who would discuss a vision or mission with staff and “go to the drawing board” to come up with design concepts. As for when the City should apply, Petit emphasized that “it’s never too early” and felt it important to get the ball rolling as soon as possible. She also warned that “if we apply, it’s not guaranteed.” The Tournament committee will review applications next spring and extend invitations to those who pass various requirements—one of which is a solid funding plan. “We don’t intend to spend City money,” Fuentes said, indicating that outside donations and sponsorships would have to cover the float costs. All the Council members supported the concept of the float and authorized Petit and staff to begin looking into fundraising options. The City’s Economic Development Advisory Council (EDAC) will also get involved in the process--the group sees the float as a prime business attraction opportunity to increase awareness of El Segundo. Last January’s parade drew over 53 million television viewers across the country. The Council will discuss this item further, along with other components of the centennial celebration, during a strategic planning meeting sometime in July. To fill two of four vacancies on the City’s Capital Improvement Project Advisory Committee (CIPAC), the Council on Tuesday appointed Jerome Scott to complete a partial term through November 30, 2016. The group also selected William Whalen for a full term through November 30, 2019. During the upcoming July 21 Council meeting, staff will make a detailed presentation on plans to rehabilitate the 100, 200 and 300 blocks of Richmond Street in 2016. The project will include removal and replacement of ficus trees; reconstruction of streets, sidewalks, curbs and gutters; increased parking spaces; and an improved lighting and pedestrian experience. The layout also entails changes to roadway and sidewalk width as well as installation of west side angled parking spots. During public communications on Tuesday, several residents voiced their disapproval about plans to alter the parking and sidewalk configurations on the 300 block. Among other points, they argued that there is no parking problem on that block, that it is very different from the 100 and 200 blocks, and that the commercial corridor should not extend to the residential and church/preschool half of that street. Spence Bauer said that he conducted his own study of the block on various days and times to count the number of open parking spaces. He reported that between the street itself, parking structure and 99 Cents store, there were plenty of available spots even during peak periods such as lunch and happy hour.
