INGLEWOOD TRIBUNE: Pub. 6/8, 6/15, 6/22, 6/29/2017 HI-1644 advent of autonomous vehicles would ease parking concerns over time. “I’m in favor of it—it gives more flexibility and freedom to property owners,” Boyles said. Councilmember Mike Dugan thought it best to open up the topic further and make some additional tweaks, but also supported the idea of owners being able to “do what they need to do” with their properties—and that “refusing them the ability to do this [have an ADU so family members such as elderly parents can live there]… is unconscionable.” Councilmember Don Brann was strongly in favor of the ADUs—including detached structures--feeling this will help meet the needs of aging parents and family members. During public communications, several speakers lauded the changes—with Bungalow Street resident Maxine Walsleben stating that it will allow her to house a family member currently situated in a $7,300 per month assisted living facility 90 minutes away. “It is time we become family-friendly—not just business-friendly,” she said. Former Councilmember Dave Atkinson called the move “long overdue” and thought that ADUs of up to 1,200 square feet will be fine by keeping to the 0.60 FAR requirement. The revised ordinance will be introduced on June 20, with a Council final vote either on July 5 or 18. Also on Tuesday, the Council by a 3-2 vote (with Fuentes and Councilmember Don Brann dissenting) agreed to extend the due diligence period with CenterCal regarding the lease of the proposed TopGolf facility from July 1 to September 30. Though CenterCal has satisfied most of the conditions set in the agreement, a few items remain outstanding including approval of land use entitlements that won’t go before the Council until late July. Among other issues, Chevron must still sign off on deed restrictions. City Attorney Mark Hensley noted that CenterCal had missed a deadline of February 1 to file an extension, but characterized it as an “oversight.” Fuentes did not wish to grant the latest request. “It’s been five years,” she said. Brann also expressed concerns about the impacts of TopGolf on parking and security after visiting a facility in Roseville, California. City Manager Greg Carpenter reported that he received a security plan on Tuesday and will also share comments from Roseville. The Council technically could have shut down the TopGolf project on the spot on Tuesday night with one more vote against the extension. A public hearing on the project is scheduled during tonight’s Planning Commission meeting. The Council will consider environmental, traffic and other issues in late July. Among the approved consent agenda items, the Council awarded FieldTurf USA, Inc. the contract to replace the now-decade-old and worn-out turf at El Segundo Athletic Fields (with a cost of $1.14 million). The move will allow the project to proceed this summer and be completed in time for the fall soccer season. The process included some controversy, as another applicant—Sprinturf, LLC—protested the bid, stating FieldTurf checked a wrong box and neglected to sign a particular form. Staff recommended waiving what was deemed a minor irregularity in the bid proposal. Councilmember Dugan voted against the bid award, questioning if the City is getting the best deal. The initial base bids came in at $704,980 for FieldTurf and $736,169 for Sprinturf—but FieldTurf also presented an optional bid for a higher quality specialty turf to bump up the price tag. Hensley confirmed that the City went through the bidding process properly with no conflicts. Had the Council opted for a re-bid, the new turf would not be installed for another year. The Council also agreed to co-sponsor the upcoming El Segundo Corporate Games and to waive a $540 reservation fee for the field at Richmond Street School. OMNI Consulting Services requested to partner with the City to host the event. Economic Development Director Barbara Voss characterized the games as a “pilot program” that will allow businesspeople in town to network and experience aspects of the community—as well as provide more foot traffic in downtown. The kick-off event at Richmond will be a co-ed kickball tournament on July 1 from 9 to 5 with eight teams of 10-16 players vying for the title of Corporate Competitor Champions. The effort is not-forprofit, with funds collected (such as through sales of t-shirts featuring the City’s centennial logo) covering the hosting costs. Mayor Fuentes asked about using the fields at Raytheon to limit parking impacts in residential neighborhoods. Voss said other fields are a possibility in the future, as she hopes to see the event continue annually and grow in stature. Councilmember Carol Pirsztuk voted against the item out of concern that it may set a precedent regarding consistency in fee waivers. During reports, Carpenter discussed the unannounced construction work on Vista del Mar as well as on Pershing Drive and Culver and Jefferson boulevards that caught the City by surprise. Crews are restriping those areas to become two lanes instead of four with the goal of providing safer streets, slowing down traffic and creating bike paths. Carpenter described Vista del Mar as a more “permanent” situation, with the others “pilot projects.” Public Works Director Ken Berkman, who attended a community meeting on the topic on Tuesday, said Vista del Mar was “an emergency project” exempt from environmental review but that parking was adequately addressed by offsetting the loss of spots on the east side by doubling the amount on the west side.
