Duties include leading meetings, collecting data about group members and doing follow-up work when needed to assist participants. • to lead “with innovation that creates the best possible learning environment for all students, especially those that need it the most.” It was a busy couple of days for the Board members, who not only attended their standard fourth Tuesday of the month meeting, but also were privy to a presentation on Monday evening from Tim Carty, a representative of Piper Jaffray. Carty spoke to the members about possible options to invest some or all of the $22,625,000 that the District received in the final quarter of 2016 from the long-anticipated sale of the surplus District property located on Imperial Avenue. Carty, Managing Director at Piper Jaffray, a leading middle market investment bank, delineated possible investment options. Issues considered included how much money to invest; when would be the best time to invest; what specifically to invest in; regulations governing school district investments; and the length of term that would yield the best return on the District’s investment. This information was digested by the Board members and District administrators as they continue to do their due diligence, gathering data and pondering the possibility of placing a school bond measure on the ballot in 2018. Carty presented three investing options to the assembled members and Superintendent Melissa Moore, who is completing her third year at the helm of the District. Options discussed included investing all funds now; investing no funds now and waiting for the interest rates to go up; or investing some funds now and waiting for interest rates to go up for the rest. The amount discussed to be invested was $16 million, with the balance of the $22,625,000 proceeds from the sale available to the District for capital outlays such as deferred maintenance or technologyrelated infrastructure items like a firewall. Funds from the sale of property are restricted in their use by Education Code parameters. The money is currently with the LA County Treasury office, drawing minimal interest. Carty said that the county is restricted to investing the money in one of two type of securities--U.S. Treasury securities, or U.S. Agency securities- -both termed by Carty as “the safest type of securities.” Three options were posited: Invest funds long-term, for example in 30-year bonds, which would yield the highest annual income but expose the District to the greatest possible loss of principal; invest short-term (five-year notes), which would yield the lowest annual income but expose the District to the lowest risk of principal loss; or a third scenario, termed a laddered or “rolling” investment, in which the potential $16 million would be invested in notes or bonds with different or “rolling” maturities (i.e. $4 million in five-year notes, $4 million in 10-year bonds, $4 million in 15-year bonds, and $4 million in 20 -year bonds).
