An online identity theft report was taken at 0835 hours from the 1200 block of East Sycamore Avenue. Unknown suspect(s) attempted to open accounts in the victim’s name. Burglary (auto) report was taken at 1423 hours from the 700 block of West Imperial Avenue. Unknown suspect(s) gained entry and stole DVD’S and CD’s from the victim’s vehicle. Petty theft report was taken at 1509 hours from the 2300 block of East Imperial Highway. Unknown suspect(s) stole the victim’s vehicle license plates. Vandalism report was taken at 1524 hours from the 300 block of Vista Del Mar. Unknown suspect(s) wrote graffiti with a marker on a wall. Grand theft auto occurred between 0515 hours and 1648 hours from the 300 block of West El Segundo Boulevard. A 2006 Chevrolet truck was taken. One male adult was arrested at 2241 hours from the 1100 block of East Imperial Avenue for criminal threats and one outstanding parole violation warrant. Friday, May 13, 2016 Burglary (auto) occurred between 05/12/16 and 05/13/16 in the 2100 block of East Mariposa Avenue. A vehicle was broken into and luggage was stolen. Grand theft report was taken at 1155 hours form the 900 block of East Walnut Avenue. Burglary (auto) occurred between 05/12/16 and 05/13/16 in the 2100 block of East Mariposa Avenue. Unknown suspect(s) gained entry into the victim’s vehicle and stole his property. Injury Report- Injury report was taken at 1348 hours in the 100 block of West Mariposa Avenue. A subject tripped over a stool. Grand theft report was taken at 1600 hours from the 300 block of Virginia Street. Also on Tuesday, Police Chief Mitch Tavera provided an update on his department’s new staffing model given that five officers left the City in the past year and that crime continues to rise in El Segundo and throughout the South Bay in the wake of the AB109 and Prop 47 legislation that has put more offenders out on the streets. Though funded for 62 sworn personnel, the El Segundo Police Department (ESPD) is now down to 55—with three of those in training or academy. At the same time, Part 1 crimes are up 16% this year after an 11% rise last year, with especially large increases in larceny/theft and grand theft auto. To address the situation, the ESPD recently reorganized by pulling officers out of various external assignments and deploying them in town. Tavera noted that doing so means losing some asset forfeiture funding, but does increase uniformed presence in the community. Additionally, the department added a fourth beat (traditionally there have been three) to focus on recently developed areas such as The Point, elevon and Rosecrans Corridor that brought new influxes of people—and in turn more crime--to the community’s east side. Tavera also mentioned that El Segundo will see 342 new hotel rooms in the near future and pointed out that calls to lodging facilities often require maximum shift efforts. With personnel growth a major priority, the department is in the midst of an aggressive, wide-spanning recruitment campaign resulting in the testing of 61 entry level candidates this week alone—an “unheard of” and encouraging amount, according to Tavera. The Chief added that he will also propose funding for items such as automated license plate readers and high-definition cameras during the upcoming strategic planning sessions. Speaking of strategic planning, the Council has opted to use a third party facilitator to help the City look at its long-term objectives and where it wants to go over the next five years. With finances more stable and Measure B monies on the way, Carpenter noted that the City has the chance to “step backwards to look at basic guiding principles” in order to then move forward and plan beyond just one budget year at a time. Mayor Suzanne Fuentes called it an “opportunity to really be strategic and start planning for our future.” The June and July dates for the strategic planning meetings will be finalized in the next couple of weeks. The Council went with City Attorney Mark Hensley’s recommendation to bring in an independent hearing officer to decide if the prime contractor (Sully-Miller) overseeing the Richmond Street improvement project can replace the electrical subcontractor (Steiny & Company) —which formally objected to the request for substitution. While the Council could have decided to conduct its own evidentiary hearing, Hensley warned that the process contains various complexities and would likely be quicker with the outside person who could get started as soon as this week. Carpenter reported that crews did as much work as they could on the 100 block of Richmond in the meantime, but delays would begin as of yesterday pending resolution of the subcontractor situation. He added that staff will keep impacted Downtown businesses in the loop. A consent agenda item that yielded considerable discussion centered on a request to hire a firm (recommended by Fire Chief Chris Donovan) to provide emergency management consulting services for the City. Councilmember Carol Pirsztuk felt shaky about the “deliverables” of the agreement and lack of community outreach, among other components. Fuentes reiterated her prior strong support for hiring a full-time emergency manager, issuing a reminder that “we are surrounded by terrorist targets” and that El Segundo is “not your regular little town.” Earlier, resident David Burns— who served as the City’s Emergency Services Coordinator from 1999-2006--called for a more systematic approach and questioned the experience of the firm (Emergency Management Consulting Solutions). “Let’s not use, ‘I know a guy,’ as a means of staffing,” he said. Burns added later that the agreement contains nothing about disaster recovery. Ultimately, the Council agreed to award the contract through the end of the fiscal year (September 30, 2016) with an option to halt it earlier with a 30-day notice. The members will discuss the possibility of an in-house full-timer during strategic planning. Fuentes indicated that she sees value in the consultant for the time being helping to update software and various compliances, but warned that contract labor “is not dedicated to our city.” During presentations, the Council proclaimed Saturday, May 21 as Super CPR Saturday. Chief Donovan noted that 163 people had registered for free life-saving training for the event as of Tuesday. The event will take place at El Segundo High School. A second proclamation recognized May as Older Americans Month, local resident Lou Kutil as the 2016 El Segundo Older American of the Year, and the annual Elderfest Celebration set for Friday, May 20 from 11 a.m. to 2 p.m. at the Joslyn Center. The third presentation noted that June 4 from 4 to 7 p.m. will be El Segundo Auxiliary of Children’s Hospital Los Angeles Treasure Island Day fundraiser at The Jewelry Source on Main Street. The festivities will include refreshments and a raffle with the chance to bid on a custom-designed, 14K gold pendant containing rubies, pink sapphire and tourmaline.
